Within the framework of the 2023 Public Investment Budget, the Mayor of Mombo Council, Contracting Authority, hereby launches an open national invitation to tender, with urgency, for the extension of a water supply of Nkwangsi village - Moundeck in Mombo Council, Moungo Division, Littoral Region.

The works subjects of this contract include:

PRELIMINARY STUDIES AND MOBILIZATION;

• CONSTRUCTION OF OF A 5M3 SEMI-BURIED TANK AT THE NKWANGSI CROSSROADS FOR DISCHAGE TO THE NEW 10M3 CASTLE;
• EXCAVATION AND CANALISATION WORKS;
• CIVIL ENGINEERING WORKS;
• PUMP SUPPLY AND INSTALLATION.
• VARIOUS SERVICES

Participation in this invitation of tender is opened to Cameroonian Enterprises that fulfill the requirement of this Tender with justification of Technical and Financial means to execute the work.

The maximum execution deadline provided for by the Project Owner for the execution of the works of this tender shall be Three (03) months as from the date of service order to start works.

Each bidder must include in his administrative documents, a bid bond issued by a first rate-bank approved by the Ministry in charge of Finance featuring on the list in document 12 of the tender file of an amount of (895 000) Francs valid for ninety (90) days beyond.
In the absence of this bid bond and in accordance with Order No. 093/CAB/PM of November 05, 2002 fixing the amounts of the bid bond and the costs of the Call for Tenders file, SMEs with capital and managers nationals can produce a legal mortgage.
Under penalty of rejection, the other required administrative documents must imperatively be produced in originals or in copies certified true by the issuing department in accordance with the stipulations of the Special Rules of the Call for Tenders.
Under penalty of rejection or not being taken into account, any document signed before the date of publication of this Notice will not be taken into account. The tenderer will then have 48 hours to regularize his document only for the administrative documents.
All documents in the submission file must date after the launch date of the Call for Tenders.
Any tender that does not comply with the requirements of this Notice and the Call for Tenders Dossier will be declared inadmissible.

The bids shall be opened once. The opening of administrative documents, technical and financial offers shall be done on the 10/05/2023 at 11AM O'clock by the Tenders
Board attached to the Mombo Council in the Conference hall MOUKOUELLE MOUKOUELLE Benjamin. Each bidder may attend the opening session or may be represented by a person of his choice, heaving an expert and excellent knowledge of the offers.

Tender evaluation criteria
Tender evaluation will be done in three (3) stages:
- First stage: Verification of the administrative file regularity.
- Second stage: Technical appraisal of the administrative tender attested as regular.
- Third stage: Verification of the financial offer of those companies who‟s the tender files has been previously admitted as far as technical and administrative stages are concerned.
The tenders‟ evaluation criteria are the followings:

Eliminatory criteria
a) Absence of the bid bond after the opening of the offers
b) Absence or non-compliance after 48 h after the opening of the offers of one piece of the administrative offer except for the bid bond
c) False declaration, The Used of fraudulent, scanned in the Tender file of the Bidder no matter the file ; For This effect the contracting authority and DCTB has the reserves and right to authentify all the documents which seems not to correct.
d) Non acceptance of contract such as (CCAP et CCTP not paraph, not signed, dated at the end and without te mention read and approved) ;
e) Declare in his Technical file that the Bidder by honor is not among the enterprise or group of enterprise that have abandon projects for the past Three (03) years and who have not been on the list of suspended enterprises by Ministry Of Public Contracts.
f) Modification of a quantity or unit of the estimate or Unit price schedule ;
g) Total absence of quantified price in the financial offer;
h) Incomplete technical offer for lack of following parts:
Ø Site visit report with pictures of site;
Ø Amount of insufficient financial capacity.
i) Incomplete financial offer for absence
- Soumission;

- Quantitative and estimated quote;
- Under unit price detail.
j) Absence or insufficiency of on of the four volumes of offers
k) Is included in the list of companies annually excluded from public procurement.

NB: Each file declared technically conform most satisfy all eliminatory criteria and have at least 85,71% of the Essential Criteria mention above. Evaluated in conformity with the scoring grid.

The Mayor of MOMBO Council, Contracting Authority, Award the Contract to the Bidder technically qualified and evaluated lowest Bidder (not anormally low) after verification and correction of the prices unity and judge substantially in conform to the Tender File Documents.

Bidders will remain committed to the offers during ninety (90) days, from the deadline set for the submission of tenders.
