Within the framework of the implementation of the budget of the public investment 2017, the divisional delegate of the public contracts of Mayo-Banyo, contracting authority launches in emergency procedure, a national public invitation to tender on behalf of the Mayo-Banyo Divisional Delegate of employment and vocational training, relating to the Construction of a Block of Two Classrooms, and Director Office of RAC/HEC Songkolong, Bankim Sub-Division, Mayo-Banyo Division, Adamaoua Region.

The estimated cost of the operation at the end of the preliminary studies is 30 000 000 (thirteen million).

The participation in the present invitation to tender is opened in equal conditions for enterprises or companies of the buildings and public works based in Cameroun. This invitation to tender will be published in the JDM of the ARMP.

The works subject to the present invitation to tender are financed by the public investment budget of 2017.

The maximum time envisaged by the Building Owner for the realization of work object of this invitation to tender is four (04) months.

Each tender must join to its administrative parts, a bid bond established by a bank of first order approved by the minister in charge of finances and whose list appears in part 12 of the document of call to tender (DCT)), an amount of six hundred thousand (600 000) Francs CFA in accordance with the decree in force, and valid during thirty (30) days beyond the validity date of the offers in accordance with the model in appendix.

In condition of rejection, the necessary parts of the administrative documents must be produced in originals or certified true copies by the originating department or an administrative authority (senior divisional officer, divisional officer, etc), in accordance with the stipulation of the particular invitation to tender.  They should be dated less than three (03) months preceding the original date as of the presentations of offers or to be established subsequently on the date of signature of the invitation to tender. Any incomplete offer in accordance with the prescriptions of the tender documents will be declared inadmissible. In particular the absence of the bid bond delivered by a bank of first order approved by the minister in charge of finances.

The opening of offers will take place at a time on 29 march 2017 at 10 am by the divisional commission of handing over of public contracts of Mayo-Banyo in the conference hall of the divisional delegation of MINMAP of Mayo-Banyo. Only bidders are allowed to take part in this session or can be represented by a person of their choice mandated by the company.

Eliminatory criteria fix the minimal conditions to fill to be allowed the evaluation according to the essential criteria. The non-observance of these criterions involves the rejection of the offer of the tender.

It concerns notably:

- Absence of the bid bond

- Faulty declaration or false document

- Incomplete financial and/or technical offer or not in conformity with the DCT

- The non respect of the three essential criterion

- absence of a quantified unit price

- technical performance less than 70%

- absence of sub detailed price

Essential criteria

The criterion relating to the qualification of the candidates will relate as an indication to:

- An attestation of a financial capacity of an amount at least equal to 15 000 000 (yes/no)

- The company’s references in similar works (yes/no)

- Methodological organization and planning of woks: coherency between the duration of activities and output (yes/no)

- Workers’ experience in contract execution (site foreman and site engineer of civil engineering)

- Availability of essential plant and equipment (yes/no)

- Absence of honorable declaration by that enterprise attested that they are not abandoning any contract during three last years and not in the list of failing Enterprises of MINMAP

- Abandonment of previous contract.

The letter of command will be addressed to the bidder or tender having a lesser financial project cost. Financial propositions that are baseless will be rejected in accordance with article 37 of the public contracts code.

The tenders remain committed by their offers during 90 days as of the date limit fixed to handover offers.
