As part of the execution of the 2023 public investment budget of the Ministry of Forests and Wildlife, the mayor of the Commune of Datcheka, contracting authority launches on behalf of the council of Datcheka, project owner, for the planting of the communal forest and reforestation in urban and school areas in Datcheka Council, Mayo-Danay Division, Far North Region.

The work under this Invitation for Bids include the following transactions whose list is not exhaustive:
- Site Installation And Cartography ;
- Clearing of The Influence Of The Site To Be Reforested ;
-  Picketing ;
-  Supply of Seedlings ;
-  Providing of Fertilizers And Spreading ;
-  Deep Tillage ;
-  Trouaisons ;
-  Planting of Seedlings;
-  Watering ;
-  Supplies Again For Missing Plant ;
-  Individual cleaning of the plants put in the ground ;
-  Making Firewalls ;
-  Guarding and securing.

The estimated cost of the operation at the end of the preliminary studies is twenty five million four hundred eighty five (25,485,000) FCFA.

Participation in this invitation to tender is open on equal terms to all Small and Medium-sized Enterprises under Cameroon law.

The maximum period provided by the Client for the completion of the works, subject of this call for tenders is twenty four (24) months.

Each bidder must attach to his administrative documents, a bid bond established by a first-rate bank or any other structure approved by the Ministry of Finance and whose list appears in document 12 of the DAO, in the amount of 509,700 (five hundred nine thousand seven hundred) CFA francs, valid for thirty (30) days beyond the original date of validity of the offers.

On pain of rejection, the required administrative documents must be produced in original or certified true copies by the issuing service or an administrative authority (Prefect, Sub-Prefect, etc.), in accordance with the stipulations of the Supplementary Regulations of the Appeal 'offers.
They must be less than three (03) months preceding the original date of submission of tenders or have been established after the date of signature of the Tender Notice.
Any incomplete tender in accordance with the requirements of the Bidding Documents will be declared inadmissible, in particular the absence of the bid bond issued by a first-rate bank approved by the Ministry of Finance.

The opening of the folds will be done in one time. The opening of administrative documents, technical and financial offers will take place on  15/05/2023 at 2:00 p.m. by the Internal Tenders Commission located in the Municipality of Datcheka. Only bidders may attend this opening session or be represented by a duly mandated person of their choice.

Elimination Criteria
The eliminatory criteria will focus on:
1. The absence of the bid bond;
2. False declaration or falsified document;
3. The absence of a quantified unit price in the "Financial Offer";
4. The technical score less than 70% of yes;
5. The absence of the purchase receipt from the DAO;
6. The absence of an administrative document after 48 hours from the day of the count.7. Not having demonstrated performance over the last three years, as the main        contractor, in the field indicated
8. Absence of the declaration on honor of not having abandoned a contract during the last five years.

On pain of rejection, the bid bond and the banker's statement of bank domiciliation must be produced in originals, the other documents in original or certified copies. These administrative justifications must be less than three (03) months old and conform to the models.

Essential criteria
The criteria relating to the qualification of the candidates will be indicative of:
1. A table showing the balance of work over three years greater than or equal to the projected amount per year of the contract yes/no
2 Company references in similar achievements; yes/no
3. The experience of the technical support staff at the site (site staff); yes/no
4. Essential equipment (dump truck, small site tools and liaison vehicle) yes/no
5. The technical proposal: (Site installation, site organization chart, Team organization, hygiene measures) yes/no
6. A declaration on the honor of the bidder, signed and dated certifying the visit of the site yes/no

Only tenderers with a score of at least 70% yes to the technical evaluation will be admitted to the analysis of the
financial tender.

The Contracting Authority will award the Contract to the Bidder whose bid has been found to be substantially compliant with the Bidding Documents and who has the technical and financial capacity to perform the Contract satisfactorily and whose bid has been evaluated the lowest, including any discounts offered.

Bidders will remain committed to their offers for 90 days from the deadline set for the submission of tenders.
