The Mayor of BAMENDA III Council, Project Owner and Contracting Authority, hereby launches an Open Invitation to Tender, under urgent procedure for the recruitment of an Architecture and/or Engineering Firm to control and monitor the construction works of a housing estate of twenty four (24) units, type T3 in BAMENDA III Council, MEZAM DIVISION, NORTH WEST REGION.
The buildings to be constructed consist of 04 two-storey buildings of 06 type T3.
The services which the subject of this Invitation to Tender shall include: the following missions:
The estimated cost of these services is twenty eight million five hundred and sixty thousand (28,560,000) FCFA francs, including taxes.
The services which are the subject of this Invitation to Tender include a single lot.
Participation in this National Invitation to Tender under the emergency procedure is open to Architecture and/or Engineering Firms (BET) having the required qualifications for the control and supervision of the construction works of housing estate of twenty four T3 in BAMENDA III Council.
The services which are the subject of this Invitation to Tender are financed by the Budget of the Municipal Housing Construction Program (PCCM), 2023 Financial Year and subsequent financial year.
The Tender File may be consulted as soon as this notice is published, during working hours, at the BAMENDA III Council and/or at the Department of Partnership Projects and Programs (DPPP) located at the former Head Office building of FEICOM, in MIMBOMAN, Yaoundé.
The Tender File (DAO) shall be collected on presentation of the original receipt for the payment, at the Municipal Treasury of BAMENDA III Council, of a non-refundable amount of CFA francs fifty thousand (50,000) representing the cost of purchasing the Tender File.
Bids drafted in French or English, in seven (07) copies of which one (01) original and six (06) copies, labelled as such, in accordance with the provisions of the Tender File, shall be submitted no later than 04/05/2023 at 02:00 pm, against a receipt duly signed by the Service Head of Projects and Programmes Contact (DPPP).
They shall bear the following inscription:

The maximum period provided for by the Project Owner for the delivery of the services which are the subject of this Invitation to Tender is twelve (12) months from the date of notification of the Service Order to start the services.
Each bidder shall attach to his/her administrative documents, a bid bond issued by a first class bank approved by the Ministry of Finance, the list of which is provided in Document 11 of the DAO, and amounting to CFA francs five hundred thousand (500 000); valid for ninety (90) days beyond the deadline for the validity of bids.
However, during the opening of bids, any bidder who has produced a bond issued by an insurance company, will be granted a period of 48 hours to comply
As per the Special regulations governing the Invitation to Tender, the required administrative documents must be submitted in original copies or copies certified true by an administrative authority, otherwise they shall be rejected. They shall date not more than three (03) months prior to the initial date for the submission of bids or be issued after signing of the Invitation to Tender.
Any incomplete bid, as per the requirements of the Tender File, namely the absence of the bid bond issued by a first-ranked bank or insurance company approved by the Ministry in charge of Finance or failure to comply with the model documents of the Tender File, shall be declared inadmissible and rejected without any appeal.

Method of selection of the Contractor
The Contractor shall be selected based on the cost-quality ratio (preferred bid) in accordance with the procedures described in this Tender File.
The final overall score N will be calculated by combining the weighted technical and financial scores using the following formula:

The financial score (Nf) is obtained as follows:
Let Fm be the amount of the lowest-priced bidder, its financial score will be taken as 100 points. The scores of the other bidders calculated from the financial score of the lowest bidder will be obtained using the following formula:

The bidder with the highest final score will be declared as the successful bidder for the contract
The contract will be awarded to the bidder whose bid is assessed as the best and most compliant with the Tender File, i.e. the bidder with the highest combined technical and financial score will be awarded the contract and invited to negotiations, if necessary, in view of the signature of the contract.
Bidders shall remain committed by their bids for a period of ninety (90) days with effect from the deadline set for the receipt of bids.
