Within the framework of rehabilitating some Regional roads within the North West Region, the Minister of Public Works transferred some resources for implementation of projects financed by the Road fund under 2023 program. In this light the President of the North West Regional Executive Council, Contracting Authority hereby launches under emergency procedure OPEN NATIONAL INVITATION TO TENDER N°002/ONIT/NWRA/NWRAITB/2023 of 09/03/2023for the selection of a consultant (firm) to control and supervise the maintenance works of some Regional Roads within the North West Region under “Emergency Procedure”.

In general, the selected firm shall carry out supervision and control of the maintenance works of some stretches of roads. The services shall include notably, 

• Step by step control before, during and after all the construction operations;
• Verification to ensure respect for specified standards of materials to be used;
• Quality control of materials and equipment to be put in place;
• Verification to ensure the respect of quality of labor to be used;

The estimated cost for the supervision is one hundred and twenty million (120,000,000) CFA Francs inclusive of all taxes.

The services are grouped in a single lot.

Participation in this invitation to tender is open to national consulting firms specialized in the control and supervision of road construction and maintenance works. 

Services which form the subject of this invitation to tender shall be funded by the MINTP BUDGET –Road Fund Program 2023 and 2024. 

The tender file may be consulted during working hours at the North West Regional Assembly, upon publication of the invitation to tender.

The file may be obtained from North West Regional Assembly, upon publication of the invitation to tender against payment of the non-refundable sum of one hundred and five thousand (105,000) Francs CFA, payable into the North West Regional Assembly Treasury.

Each bid drafted in English or French in Seven (7) copies including the original and six (6) copies marked as such, and should reach the North West Regional Assembly not later than 06/05/2023 at 12 noon and should carry the inscription :

“OPEN NATIONAL INVITATION TO TENDER N°002/ONIT/NWRA/NWRAITB/2023 of 09/03/2023 for the selection of a consultant (firm) to control and supervise the maintenance works of some Regional Roads within the North West Region under “ Emergency Procedure”.

The maximum deadline provided by the Contracting Authority for the execution of the services forming the subject of this invitation to tender is fifteen (15) months and distributed in Phases as follows:

Each bidder must include in his administrative documents, a bid bond that respects the model in this tender file issued by a first-rate banking or insurance establishment approved by the Ministry in charge of finance (see list in document No. 12 of this Tender File) of two million four hundred thousand (2,400,000) Francs CFA valid for ninety (90) days after the date of validity of bids.

For fear of being rejected, only originals or true copies certified by the issuing service or administrative authorities (Senior Divisional Officer, Divisional Officers) must imperatively be produced in accordance with the Special Regulations of the invitation to tender.

They must obligatorily be not older than three (3) months preceding the date of submission of bids or may be established after the signature of the tender notice.    

Any bid not in compliance with the prescriptions of the Tender File shall be declared inadmissible. This refers especially the absence of a bid bond issued by a first-rate bank approved by the Minister in charge of Finance. 

The bids shall be opened in twophases. The opening of the administrative file and the technical bid shall first take place followed by the opening of the financial bids of bidders who obtained the required minimum technical score.  

The opening of administrative documents and the technical bids on 06/05/2023 at 1 pm local time by the North West Regional Assembly Internal Tenders Board situated at the North West Regional Assembly conference room in the presence of bidders or their duly mandated persons.

The opening of the financial bids shall take place at the end of the technical analysis and shall only concern bidders who obtained the minimum required score of seventy percent (70%).

1. 13.         Evaluation criteria

14.1.   Eliminatory criteria

-                      Incomplete or non-compliant administrative and/or technical file documents;

-                      False declaration or forged documents;

-                      Omission in the price list of a quantified item;

-                Absence or insufficient bid bond;

-                      Technical score of less than 70%;

-                      Duration of work given by the bidder more than that fixed in the tender.

-                      Absence of Special Administrative Clauses (CCAP) initialled in all its pages;

14.2.        Essential criteria

The following essential criteria shall be evaluated in a binary manner (satisfactory or not) and will include:

- Financial position;

- Staff;

- References;

- Equipment;

- Methodology/planning.

14.         Method of selection of consultant

The consultant will be chosen by method of quality-price ratio, in conformity with the procedure given in the present Tender File.

The contract shall be attributed to the Consultant whose offer has been evaluated the lowest, that is to say the offer has the best technical-financial mark and is judged in conformity with the tender document within the available funds.

Bidders will remain committed to their bids for a period of ninety (90) days after the bid submission deadline
