With a view to ensuring good execution of maintenance and renovation work of airport platforms, the GeneralManager of Aéroports Du Cameroun (ADC S.A.), Contacting Authority, hereby launches a Call for Expression of Interest for Technical Research Departments that wish to take part in the prequalification for the studies and control of works within the Company for the current financial year.
The services are distributed in several lots:
- Lot 1 : Aeronautical pavements ;
- Lot 2 : Roads and ancillary networks (VRD) ;
- Lot 3 : Building and renovation;
- Lot 4: Electrotechnics, Mechanics, Electronics or Telecommunication.

Tenders, drafted in English or French in four (04) copies, including the original copy and three (03) copies labelled as such, shall be submitted to the Contract Service, situated at the Yaounde-Nsimalen International Airport, no later than 20/03/2017 at 03 PM, , local time, and shall be labelled as follows:

Firms or Technical Research Departments that are interested by Call for Expression of Interest, sjall provide the following documents, presented in a single volume:
3.1: First Part (Administrative documents)
The required administrative documents listed below must be submitted in original copies or certified true copies of less than three (3) months old, or they shall be rejected. These are:
- A declaration of expression of interest of presenting the name, address of head office and the powers confered upon the signatory;
- A debt clearance cerificate;
- A certificate of non-exclusion from public contracts issued by the Public Contract Regulatory Agency (ARMP).
3.2: Second Part (Technical File)
The technical file shall include:
- General presentation of the Firm/Technical Research Department as well as fields of actions and intervention : 10 points ;
- References of the Firm/Technical Research Department in similar services in the domain chosen for the past three years. These services shall be validated on the basis of supportind documents signed by the beneficiary of the said services (1st and last pages of contracts, Vork acceptance report, certificate of good end or any other document deemed authentic) : 20 points ;
- Composition of staff and list of team responsible for the service envisaged : 50 points ;
- List of logistic and computer resources of the company: 15 points ;
- Presentation of the bid (Summary, order of presentation of documents, divider sheets, etc.): 05 points.
3.2.1: Presentation of the team responsible for the required services
The list of staff shall include:
F A curriculum vitae dated and signed by each staff ;
F The certified true copy of the highest certificate;
F the attestation of registation to different profesional guilds ;
F Alocations proposed for each staff.
3.2. : Qualification and experience of key staff
Lot 1: Aeronautical Pavements
- A Mission Head, Civil Engineer with at least ten (10) years of experience as Mission Head in studies and/or control of road and/or airport projects;
- A Road Engineer, holder of a certificate at least equivalent to the certificate of Civil Engineer , with at least tfive (05) years of experience as Road Engineer ;
- A Geotechnician Engineer, holder of a certificate at least equivalent to the certificate of Civil Engineer, with at least tfive (05) years of expérience as Geotechnician;
- An Environment Expert (GCEAL+3) with at least three (03) years of experience as environment expert in road and/or airport projects ;
- A Senior Technician in Topography (GCEAL+2), with at least three (03) years of experience as environment expert in road and/or airport projects
Lot 2: Road and Ancillary Networks (VRD)
- A Mission Head, Civil Engineer with at least ten (10) years of expérience as Mission Head in studies and/or control of roads and ancillary networks projects;
- An Urban Engineer, holder of a certificate at least equivalent to the certificate of Civil Engineer , with at least tfive (05) years of experience as Road Engineer ;
- A Senior Technician in Civil Engineering (GCEAL+2), with at least three (03) years of experience in road and/or airport projects ;
Lot 3: Buildings and Renovation
- A Mission Head, Civil Engineer with at least eight (08) years of experience as Mission Head in studies and/or control of building and renovation projects;
- A Follw-up Engineer, holder of a certificate at least equivalent to the certificate of Civil Engineer , with at least tfive (05) years of experience in buildings ;
- An Architect, holder of a diploma in architecture with at least ten (10) years of experience ;
- A Senior Technician in Civil Engineering (GCEAL+2), with at least three (03) years of experience in buildings and renovation.
Lot 4: Electrotechnics, Mechanics, Electronics or Telecommunication
- A Mission Head, holder of a certificate of Engineer in Electrotechnics, Mechanics, Electronics or Telecommunication with at least eight (08) years of expérience as Mission Head in studies and/or control of projects in these fields;
- A Folllow-up Engineer, holder of a certificate of Engineer in Electrotechnics, Mechanics, Electronics or Telecommunication, with at least tfive (05) years of experience as Mission head in these fields ;
- A Senior Technician, holder of a certificate at least equivalent to GCEAL+2, with at least three (03) years of experience as Site Foreman in Electrotechnics, Mechanics, Electronics or Telecommunication.
3.2.3: Material and Sotware Resources
The candidate shall provide the list of materials resources at his disposal, including:
- The list of computer and office automation equipment ;
- The list of logistic equipment (vehicles, telephones, fax…); and
- Any other equipment deemed necesary for the provision of services.
NB: Provide invoices for acquisition of equipment and registration certificates for vehicles and machines.
- A Mission Head, holder of a certificate of Engineer in Electrotechnics, Mechanics, Electronics or Telecommunication with at least eight (08) years of expérience as Mission Head in studies and/or control of projects in these fields;
- A Folllow-up Engineer, holder of a certificate of Engineer in Electrotechnics, Mechanics, Electronics or Telecommunication, with at least tfive (05) years of experience as Mission head in these fields ;
- A Senior Technician, holder of a certificate at least equivalent to GCEAL+2, with at least three (03) years of experience as Site Foreman in Electrotechnics, Mechanics, Electronics or Telecommunication.
