1.Objet New(Additif)

The General Manager of the Special Council Support Fund for Mutual Assistance (FEICOM, Contracting Authority, hereby launches an Open National Invitation to tender for the lease-back running of FEICOM’s restaurant for Financial Year 2017.

Technical requirements for the said services are spelt out in the Tender File.

2.Consistance des prestations New(Additif)

The services which are the purpose of this Invitation to tender shall consist in the running of FEICOM’s restaurant which is found at FEICOM’s Head Office, in order to provide catering services for staff as provided by the rules and regulations in force at FEICOM.

3.Cout Prévisionnel New(Additif)

The estimated cost for this contract shall be CFA F Thirty million (30,000,000) ATI for the next years, i. e. CFA F.

4.Allotissement New(Additif)

5.Participation et origine New(Additif)

Participation in this Invitation to tender shall be open to national companies specialized in catering.

6.Financement New(Additif)

The services which are the purpose of the Invitation to tender shall be financed by the budget of the Special Council Support Fund for Mutual Assistance (FEICOM), 2017 Financial Year, Budget Line No. 65-01-000 titled “Subsidies to the restaurant”.

The Tender File may be consulted, during working hours, at the Mobilization of Financial Resources, Accounting and Management of Assets Department (Service for Contracts and Supplies), located at the Head Office of FEICOM, in Yaoundé (Mimboman), P. 8.Acquisition du Dossier New(Additif)

The Tender File may be obtained, during working hours, from the Mobilization of Financial Resources, Accounting and Management of Assets Department (Service for Contracts and Supplies), located at the Head Office of FEICOM, in Yaoundé (Mimboman), P. O. Box 718 Yaoundé; telephone: 222 22 27 28, extension 221; room 324; fax: 222 23 17 59, upon publication of this Notice against presentation of a receipt attesting to payment of a non-refundable sum of CFAF forthy thousand (40,000) to ARMP Special Account in BICEC Branches.

9.Remises des offres New(Additif)

Each bid, drafted in English or French, in seven (07) copies, including one (01) original and six (06) copies labelled as such and sealed, shall be submitted at the Mobilization of Financial Resources, Accounting and Management of Assets Department (Service for Contracts and Supplies), located in Mimboman, no later than 03 april 2017 at 1 p.m. prompt, and shall be labelled as follows:

10.Delai de Livraison New(Additif)

The period provided by the Contracting Authority for the provision of the services which are the purpose of this Invitation to tender is twelve months.

11.Cautionnement Provisoire New(Additif)

Each bidder shall enclose to his administrative documents, a bid bond issued by a first-ranked bank approved by the Ministry in charge of Finance, the list of which is provided for in document 11 of the Tender File, amounting to CFA F six hundred thousand (600,000), valid for a period of 30 days beyond the deadline for validity of bids.

12.Recevabilité des Offres New(Additif)

The required administrative documents must be submitted in original copies or copies certified true by the service which issued them or by an administrative authority, otherwise they shall be rejected. They shall date not more than three (03) months.

Beyond the prescribed date and time for deposit, any bid reaching the Mobilization of Financial Resources, Accounting and Management of Assets Department (Service for Contracts and Supplies) shall be rejected.

 Any bid not complying with the requirements of the Tender File shall be declared inadmissible and automatically rejected.

13.Ouverture des Plis New(Additif)

Bids shall be opened in one stage, by FEICOM’s Internal Tenders Board, on 03 april 2017 at 2 p.m. prompt, in the conference room of the Mobilization of Financial Resources, Accounting and Management of Assets Department of FEICOM.

Only bidders or their duly authorized representatives with a sound knowledge of the bids may attend the tender opening session.

14.Critères d'évaluation New(Additif)

A. Eliminatory criteria:

  1. Incomplete administrative documents;
  2. False statements or forged documents;
  3. Absence of the Head Waiter’sdiploma in hotel management or a certificate of cooker
  4. Absence of the mention of restauration service on the patent;
  5. Absence of a quantified unit price;
  6. Presence of informations financial in the file technic.

B. Essential criteria:

  1. 1.       General presentation of bid; 
  2. 2.       Compliance of the bid with the technical requirements of the Invitation to tender; 
  3. 3.       References in similar services;
  4. 4.       Qualification of staff;
  5. Financial capacity.

 Any bid that has not obtained a cumulative percentage of 80% shall not have its financial offer examined.

16.Durée Validité des Offres New(Additif)

Bidders shall remain committed to their bids for a period of ninety (90) days from the deadline for submission of tenders
