Services whiCh form the subject of this invitation to tender shall be funded by the public investment budget of the 2023 financial year budgetary head

Each bid drafted in English or French in seven (07) copies including the original and six (06) copies marked as such, should reach the secretariat of the Mayor of Nguti Council not later thanUiR/2023 at 10am and should carry the inscription:

The makinaum deadline provided by the Project Owner or Delegated Contracting Authority for ^'the execution of the works forrning the subject of this invitation ^'to lender(03) months.

Each bidder must include in this administrative documents, a bid bond issued by a first rate banking establishment approved by the ministry in charge of finance and whose list is found in document N°12 of the tender file of an amount 400 000 CFAF and valid for thirty(30) days beyond the date of validity of bids

Under pain of _being rejected, only oriainals or . certified true copies, front the issuing service or administrative authorities (Senior Divisional Officers, Divisional Officers, etc.) of the documentS required must imperatively be prOduced in accordance with the special conditions of the Invitation to tender: They must not be older than three (03) months Any bid not in conformity with the prescriptions of this notice and tender file shall be declared inadmissible. Especially the absence of a bid bond issued by an approved bank by the Ministry in charge of Finance or the non-respect of the models of the Tender File documents shall lead to outright rejection of the bid without appeal.

The bids shall be opened in a single (04) phase on thel/C42023 at 11 am local time by the Tenders Board of the Contracting Authority in the Conference Hall of Nguti Council. Only bidders may attend or their duly accredited representatives with Power of Attorney.

A bid shall be out rightly rejected if:

It lacks bid bond;

:Rejection after 48hours

-The technida1 score is less than the minimum required;

- It has any fake or forged document;

- lacks any quantified unit price;

It carries any false information. It does not respect the model documents

The bidder has antecedents of abandoned or uncompleted projects.

ii. Main QuAlification criteria

-The criteria for qualification of candidates should be on the following

     -Access to credit or other financial sources(8.5 million francs at least)

                    yes/No

      -References of similar jobs

                   Yes/No

     -Availability of material and essential equipment

                  Yes/No

     -Experience of supervisory staff :YES/NO

     -Methodology                               :YES/NO

     -Turnover as in business licence above or equal to 8.5million francsz CFA: YES/NO

     -Qualified personnel relevant to the job

Non respect of two(02) of the above criteria shall entail rejection of the bid

The Contracting Authority shall award the contract to the bidder whose bid was judged essentially in conformity with the Tender File and who has the required technical and financial capacities to executedie cataract satisfactorily and whose bid was evaluated as the lowest by including, Where necessary, proposed rebates

Bidders will remain committed to their bids for ninety (90) days from the deadline set for the submission of tenders
