Within the framework of the 2023 Public Investment Budget, the Mayor of Nguti Council on behalf of the Minister of Basic Education hereby launches an Open National Invitation to Tender by emergency procedure FOR THE REHABILITATION OF DILAPIDATED STRUCTURES AT GOVERNMENT PRIMARY SCHOOL FONKI
The works comprise the outcome of the preliminary studies carried out and the detailed information provided in the technical specifications.
The estimated cost after preliminary studies is 5 350 000 FRS.

Services which form the subject of this invitation to tender shall be funded by the Public Investment Budget of the 2023 financial year budgetary head:

The file may be obtained from the secretariat of the mayor of Nguti Council as soon as this' notice is published upon presentation of a treasury receipt attesting to the payment of a non-refundable fee of 15,000FCFA, payable at the Nguti Council Treasury.

The maximum deadline provided by the Project Owner or Delegated Contracting Authority for the execution of the works forming the subject of this invitation to tender is three (03) months.
Each bidder must include in his administrative documents, a bid bond issued by a first-rate banking establishment approved by the Ministry in charge of finance and whose list is found in document N° 12 of the tender file, of an amount of 400 000CFAF and valid for thirty(30) days beyond the date of validity of bids
Under pain of being rejected, only originals • or certified true copies from the issuing service or administrative authorities (Senior Divisional Officers, Divisionzi Officers, etc.) of the documents required must imperatively be produced in accordance with the special conditions of the Invitatio:.1 to tender. They must not be older than three (03) months.
The bids shall be opened in a single (04) phase on the 24 /05 /2023 at 11 am local time by the Tenders Board of the Contracting Authority in the Conference Hall of Nguti Council. Only bidders may attend or their duly accredited representatives with Power of Attorney.
i. Main Eliminatory Criteria
A bid shall be out rightly rejected if: It lacks bid bond;
Rejection after 48hours
The technical score is less than the minimum required;
It has any fake or forged document; It lacks any quantified unit price; It carries any false information. It does not respect the model documents
The bidder has antecedents of abandoned or uncompleted projects.

The criteria for qualification of candidates should be on the following:

- Turnover as in business license above or equal to 8.5million francs CFA;
- Qualified personnel relevant to the

Non-respect of two (02) of the above criteria
shall.entail rejection of the bid.
The Contracting Authority shall award the contract to the bidder whose bid was judged essentially in conformity with the Tend File and who has the required technical and financial capacities to execute the contract satisfactorily and whose bid was evaluated as the lowest by including, where necessary, proposed rebates
Bidders will remain committed to their bids for ninety (90) days from the deadline set for the submission of tenders
