1. Within the framework of the 2023 Public Investment Budget, the Mayor of Nguti Council on behalf of the Minister of Basic Education hereby launches an Open National Invitation to Tender by emergency procedure FOR THE EBANGA-SIKAM ROAD (14.70KM)

The works .comprise the outcome of the preliminary studies carried out and the detailed information provided in the technical specifications.

The estimated cost after preliminary studies is 27 000 000 FRS.

Participation is open to duly legalized Cameroonian enterprises that fulfill the requirements of this invitation to tender.

Services which form the subject of this invitation to tender shall be funded by the Public Investment Budget of the 2023 financial year budgetary head:

the non-respect of the models of the Tender File documents shall lead to outright rejection of the bid without appeal.

The file may be obtained from the secretariat of the mayor of Nguti Council as soon as this notice is published upon presentation of a treasury receipt attesting to the payment of a non-refundable fee of 40,000FCFA, payable at the Nguti Council Treasury.

Each bid drafted in English or French in seven (07) copies including the original and six (06) copies marked as such, should reach the secretariat of the Mayor of Nguti Council not

later than 06/06/2023 at 10am and should carry the inscription:

Each bidder must include in his administrative documents, a bid bond issued by a first-rate banking establishment approved by the Ministry in charge of finance and whose list is found in document No. 12 of the Tender File, of an amount of 400 000 CFAFand valid for thirty (30) days beyond the date of validity of bids

Under pain of being rejected, only originals or certified true copies from the issuing service or administrative- autho'.tities (Senior Divisional Officers, - Divisional Officers, etc.) of the documents required tnu^-st imperatively be produced in accordance.. with the special conditions of the Invitation_: to tender. They must not be older than three (03) months. Any .bid. not in. conformity with the prescriptions of .this notice. and .._;tender.-file shall be .declared inadmissible. Especial-1;i absence of a bid bond issued by bank by the _:Ministry in eharge of the non-respect of the models of the Tender File documents shall lead to outright rejection of the bid without appeal.

The bids shall be opened in a single (04) phase on the 06/06/2023 at 11 am local time by the Tenders Board of the Contracting Authority in the Conference Hall of Nguti Council. Only bidders may attend or their duly accredited representatives with Power of Attorney.

i.      Main Eliminatory Criteria

A bid shall be out rightly rejected if:

-        It lacks bid bond; Rejection after 48hours

-        The technical score is less than the minimum required;

It has any fake or forged document; It lacks any quantified unit price;

-        It carries any false information.

It does not respect the model documents

The bidder has antecedents of abandoned or uncompleted projects

ii. . Main Qualification criteria

The criteria for qualification of

candidates should be on the following:

• Access to credit or other financial sources (8.5 million francs at least) Yes / No

v  References of similar jobs; Yes / No

• -Availability of material and essential equipment  Yes / No

Experience of supervisory staff Yes / No

• Methodology Yes/No

• Qualified personnel relevant to the job.

• Non-respect of two (02) of the above criteria shall entail rejection of the bid.

The Contracting Authority Shall award the contract to the bidder whose bid was judged essentially in conformity with the Tender File and who has the required technical and financial capacities to execute the contract satisfactorily and whose bid was evaluated as the lowest by including, where necessary, proposed rebates

Bidders will remain committed to their bids for ninety (90) days from the deadline set for the submission of tenders
