Within the framework of the Execution of the 2023 investment budget of the South West Regional Assembly, the President of the South West Regional Executive Council hereby launches an OPEN NATIONAL INVITATION TO TENDER N0023/ONIT/ SWR/SWRA/ITB/BUEA/2023... OF 02/05/2023
FOR THE CONSTRUCTION OF POTABLE WATER SUPPLY IN MFUNI VILLAGE, EYUMOJOCK SUB-DIVISION, MANYU DIVISION (PHASE I)
The works that are subject of the present tender consist of: - Preliminary works;
- Mobilisation and site installation - Construction of pipeline Phase I
The total estimated cost of all the project after preliminary studies is Twenty million (20,000,000) FCFA
The works of this tender constitute one (01) lot.
Participation is opened to all duly registered Cameroonian enterprises with the necessary technical and financial capacities who are not under suspension by the authority in charge of public contracts.
Works which formed the subject of this invitation to tender shall be financed by the SOUTH WEST REGIONAL ASSEMBLY INVESTMENT BUDGET, 2023 financial year through budget head (imputation) N°.

Each bid drafted in English or French in seven (07) copies comprising one (01) original and six (06) copies marked as such, should reach the Cabinet of the President of Regional Executive Council, first floor of Regional Assembly Building not later than 31/05/2023 at 10.00 a.m., local time in three (03) distinct envelopes which shall be labelled as follows:

The maximum execution deadline of the work shall be 03 (Three) months for each of the lots from the date of notification of Service Order for the commencement of works.
Each bidder must include in his/her administrative documents, abid bond that respects the models of this tender file, issued by a first-rate financial establishment approved by the Ministry in charge of finance, (see list in document No. 11 of this tender file), and of an amount of Four hundred thousand (400,000) FCFA and valid for thirty (30) days beyond the date of validity of bids.
Bid bonds for unsuccessful bidders shall be withdrawn not later than fifteen (15) days after the award of the contract and that of the successful bidder shall be retained until the required performance guarantee for good execution is provided

The bids shall be opened in a single phase. The administrative, technical and financial bids shall be opened on, the 31/05/2023 at 11.00 a.m., local time by the South West Regional Assembly Internal Tender's Board in the conference hall, in the presence of the bidders or duly authorized representatives having full knowledge of the file (power of attorney).
They are especially:
¨ Absence of bid bond,
¨ False declaration or forged document,
¨ A technical score of less than 70%,
¨ Absence of quantified unit price,
ii. Essential criteria
- General Presentation, compliance with the model bid.
- Methodological approach and relevance of proposed solutions; References of the bidder (experience of at least three (03) years in similar works)(attach proof)
- Availability of material and essential equipment
- Experience of key supervisory staff
- Financial capacity, Twelve million (12 000 000FCFA);
- Company Turnover fifteen million (15 000 000) fcfa
- Deadline of execution
The jobbing order shall be awarded to the bidder whose bid is in conformity with the dispositions of the tender file and on the basis of the lowest bid and technically qualified, in accordance with article 99(a) of the public contracts code. That is, it shall be awarded to the bidder with a satisfactory technical score and the lowest financial offer
Bidders will remain committed to their bids for 90 days from the deadline set for the submission of bids.
