Within the framework of the execution of the 2023 REGIONAL ASSEMBLY INVESTMENT BUDGET, THE PRESIDENT OF THE SOUTH WEST REGIONAL EXECUTIVE COUNCIL hereby launches an open national invitation to tender (Through emergency procedure) for THE CONSTRUCTION OF A CONCRETE SUSPENDED FOOTPATH AT PASTO CREEK-IDABATO
The works comprise notably THE CONSTRUCTION OF A CONCRETE SUSPENDED FOOTPATH OF 150M LONG, 2M WIDE AND 20CM THICK AT PASTO CREEK-IDABATO. This involves the realization of comprising notably:
Site installation ;
Preparation of work execution program;
Transportation of Materials ;
General clearing of the site;
Cofferdam;
Excavation of the site;
Backfilling of footing trenches;
Lean concrete dosed at 200 kg/m3
Reinforced Concrete dosed at 350 kg/m3 for footing, beams and pillars - Reinforced Concrete dosed at 400 kg/m3 for the slab; - Gargoyle in PVC 63;
The estimated cost after preliminary studies stands at: Fifty million francs (50,000,000) FCFA
works which are subject of this invitation to tender is one lot.
Participation is opened to all duly registered Cameroonian enterprises with the necessary technical, financial and legal capacities and who are not under suspension by the authority in charge of public contracts
Works which formed the subject of this invitation to tender shall be financed by the SOUTH WEST REGIONAL ASSEMBLY INVESTMENT BUDGET, 2023 financial years through budget head (imputation) N°. 220140
The tender file shall be consulted during working hours at the SOUTH WEST REGIONAL ASSEMBLY, precisely at the cabinet of the President of the SOUTH WEST REGIONAL ASSEMBLY (SWRA) as soon as this notice is published.
The tender file may be acquired from the SWRA at the cabinet of the president as soon as this notice is published and upon presentation of a non-refundable treasury receipt (payable at the south west regional assembly (SWRA) Treasury bearing the amount of fifty thousand (50 000) FCFA. Such a receipt shall identify the concerned bidder.
Each bid for drafted in English or French shall be presented in seven (07) copies including the original and six (06) copies marked as such. These shall be submitted in one sealed packet containing three (3) envelopes; (A: Administrative file, B: Technical file, C: Financial file). The sealed packet should reach at the cabinet of the President of the SOUTH WEST REGIONAL ASSEMBLY (SWRA), latest the 01/06/2023 at 10:00 am local time and should carry the inscription:

- 3. The maximum duration of execution provided for by the Contracting Authority is Four (04) months. This duration is as from the date of notification of the service order to start work.

The opening of the bids in one phase shall be done on 01/06/2023 at 11:00 am prompt local time in the Conference Hall of the REGIONAL ASSEMBLY by the REGIONAL ASSEMBLY INTERNAL TENDERS BOARD.
Only bidders may attend or be duly represented by a person of their choice, who has a full knowledge of the file and mandated in that capacity
Eliminatory criteria
- Absence of bid bond;
- False declaration or falsified documents;
- Omission of a quantified task on the bill of quantities and cost estimates;
- Non satisfaction of at least 70% of the main qualification criteria
14.2. Main qualification (essential) criteria: The evaluation of the bids shall be done on predefined technical criteria following the binary process (`Yes' or 'No'). The criteria relating to the qualification of candidates will indicatively be on the following:
- General Presentation, compliance with the model bid;
- Financial capacity 30 000 000 FCFA;
- Company turnover 40 000 000 fcfa
- Experience (references) of the enterprise;
- Personnel to be mobilized
- Material and essential equipment put at the disposal of the project;
- Methodology, organization of the site and relevance of proposed solutions;
The contract shall be awarded to the bidder whose bid is in conformity with the dispositions of the tender file and on the basis of the lowest bid and technically qualified, in accordance with article 99(a) of the public contracts code. That is, it shall be awarded to the bidder with a satisfactory technical score and the lowest financial offer.
The bidders shall remain committed to their offers/bids for a period of ninety (90) days from the deadline set for the submission of bids.
