Within the framework of the Execution of the 2023 South West Regional Assembly Investment Budget, the President of the South West Regional Executive Council hereby launches an OPEN NATIONAL INVITATION TO TENDER

THE CONSTRUCTION OF A MODERN COCOA OVEN WITH A WAREHOUSE AND
LATRINES IN NJOAGWI FOTABONG III, LEBIALEM DIVISION

The works comprise of the following;

i Modern oven and warehouse construction

Preparatory works (site installation).

Earth works (levelling, excavations and backfilling).

-        Foundation works (footings, pillars, wall, beams and ground slab)

-        Elevation works (pillars, walls, lintels and beams) Roofing works (frame, covering and ceiling).

-        General joinery (windows and doors)

-        Construction of modern oven.

Finishing works (painting and landscaping) Block of latrines construction

-        Preparatory works (site installation).

-        Earth works (levelling, excavations and backfilling).

-        Foundation works.

Elevation works.

Roofing works (frame and covering). General joinery (windows and doors)

-        Plumbing/sanitation. Finishing works (painting)

The estimated cost after preliminary studies is thirty-three million (33 000 000) CFA francs 

The works which are subject of this invitation to tender are grouped into a unique lot

Participation is opened to all duly registered Cameroonian enterprises with the necessary technical and financial capacities who are not under suspension by the authority in charge of public contracts.

Works which formed the subject of this invitation to tender shall be financed by the SOUTH WEST REGIONAL ASSEMBLY INVESTMENT BUDGET, 2023 financial year through budget head (imputation) N°220150

The tender file may be acquired from the SOUTH WEST REGIONAL ASSEMBLY office at the Last door to the President's cabinet (Tel: 233 32 61 86) as soon as this notice is published and upon presentation of a non-refundable treasury receipt (payable at the regional assembly treasury) bearing the amount of thirtry THOUSAND (30 000) FCFA. Such a receipt shall identify the concerned bidder

Each bid drafted in English or French in seven (07) copies comprising one (01) original and six (06) copies marked as such, should be submitted to the cabinet of the President of Regional Executive Council first floor of Regional Assembly Building not later than 01/06/2023 at 10.00 a.m., local time in three (03) distinct envelopes which shall be labelled as follows:

-   Envelop A: Administrative documents,

-   Envelop B: Technical offer;

-   Envelop C: Financial offer.

These three (03) envelops will be put in a fourth one which shall be sealed and labelled imperatively as follows:

The maximum execution timeframe provided by the Project Owner for the execution of the works forming the subject of this invitation to tender is three (03) months from the date of notification of service order to start work

Each bidder must include in his administrative documents, a bid bond issued by a first-rate financial establishment approved by the Ministry in charge of finance and whose list is found in document No. 11 of the Tender File and Each bid shall be accompanied by a bid security worth of six hundred and sixty thousand (660,000) FCFA (2% of the project amount) which is valid for thirty (30) days beyond thedate of validity of bids. Bid bonds for unsuccessful bidders shall be withdrawn not later than fifteen (15) days after the award of the contract and that of the successful bidder shall be retained until the required performance guarantee for good execution is provided

The offers shall be opened in a single phase. The administrative, technical and financial bids shall be opened on, the 01/06/2023 at 11.00 a.m., local time by the South West Regional Assembly Internal Tender's Board in the conference hall, in the presence of the bidders or duly authorized representatives having full knowledge of the file (power of attorney).

I. Eliminatory criteria They are especially:

• Absence of bid bond,

¨            False declaration or forged document,

¨            A technical score of less than 70%,

¨            Absence of quantified unit price

Essential (main qualification) criteria

The criteria (assessed in a binary format) relating to the qualification of bidders shall indicatively be on the following:

¨            Experience of the enterprise (enterprise's references in similar solar electrification works);

¨            Key personnel/staff to be mobilised;

¨            Methodological note/organisation of the work site;

¨            Equipment put at the disposal of the project;

¨            Financial capacity of eighteen million (18 000 000 CFA francs)

¨            Company turnover of 30 000 000 fcfa

• Execution deadline

The jobbing order shall be awarded to the bidder whose bid is in conformity with the dispositions of the tender file and on the basis of the lowest bid and technically qualified, in accordance with article 99(a) of the public contracts code. That is, it shall be awarded to the bidder with a satisfactory technical score and the lowest financial offer

Bidders will remain committed to their bids for 90 days from the deadline set for the submission of bids.
