Within the framework of the Execution of the 2023 Investment Budget of the South West Regional Assembly, the President of the South West Regional Executive Council hereby launches an Open National Invitation to tender for the Construction of Three Electric­Powered Boreholes with Overhead Tanks in Bonakanda, Mowote and Mbonjo, Fako Division - South West Region.

The works that are subject of the present tender consist of:

Preliminary works; Drilling works;

-        Design-Cleaning and Development-Pumping test;

-        Superstructure and of electric pump installation;

-        Maintenance System

Supply and installation a generator and house (Per lot)

-        Installation of 2 stand taps

The works that are subject of the present tender shall be in 02 (two) Lots as follows:

Participation is opened to all duly registered Cameroonian enterprises with the necessary technical and financial capacities who are not under suspension by the authority in charge of public contracts.

Works which form the subject of this invitation to tender shall be financed by the 2023 Investment Budget of the South West Regional Assembly through Budget Head (Imputation) N°. 220150

The file may be consulted during working hours at the Cabinet of the President of the Regional Executive Council, first floor of the Regional Assembly Building in Buea, Tel: 233 32 61 86 as soon as this notice is published.

The file may be obtained from the same address above as soon as this notice is published against payment of the sum of FCFA 60,000 (sixty thousand francs), payable at the South West Regional Assembly Treasury.

These three (03) envelops will be put in a fourth one which shall be sealed and labelled imperatively as follows:

The maximum execution deadline of the work shall be 03 (Three) months from the date of notification of Service Order for the commencement of works.

Each bidder must include in his administrative documents, a bid bond issued by a first-rate financial establishment approved by the Ministry in charge of finance and whose list is found in Document No. 11 of the Tender File. The bid bond whose amount is given below shall remain valid for 30 (Thirty) days beyond the date of validity of bids.

Bid bonds for unsuccessful bidders shall be withdrawn not later than fifteen (15) days after the award of the contract and that of the successful bidder shall be retained until the required performance guarantee for good execution is provided

The offers shall be opened in a single phase. The administrative, technical and financial bids shall be opened in the Conference Hall on 03/06/2023 at 11.00 a.m., local time by the South West Regional Assembly Internal Tender's Board in the presence of the bidders or duly authorized representatives having full knowledge of the file (power of attorney).

14.1 Eliminatory Criteria

-   Absence of bid bond;

- False declaration or falsified documents;

-   Omission of a quantified task on the bill of quantities and cost estimates;

-   Enterprise with an abandoned project in the Region;

-   Non satisfaction of at least 70% of the main qualification criteria. 14.2 Essential Criteria

• General Presentation, compliance with the model bid.
• Methodological approach and relevance of proposed solutions;
  • References of the bidder (experience of at least three (03) years in similar works) ­(attach proof)
• Availability of material and essential equipment
• Experience of key supervisory staff
  • Financial capacity FCFA 10,000,000 (Ten Million Francs) for lot 1 and 20 million for lot 2 ;
• Turnover, FCFA 12 million for lot 1 and 25million for lot 2.

The contract shall be awarded to the bidder whose bid is in conformity with the dispositions of the tender file and on the basis of the lowest bid and technically qualified, in accordance with article 99(a) of the public contracts code. That is, it shall be awarded to the bidder with a satisfactory technical score and the lowest financial offer.
