The Mayor of the municipality of Guidiguis, Client and Contracting Authority, launches an emergency call for tenders for the control and monitoring of THE MAINTENANCE WORKS OF THE COMMUNAL ROAD : GUIDIGUIS-KOROH-SARMANE (13,100 KM) IN THE MUNICIPALITY OF GUIDIGUIS, MAYO KANI DIVISION, FAR NORTH REGION, IN EMERGENCY PROCEDURE, ANNUAL PROGRAM 2022.
The selected Consultancy Firm shall be required to supervise and oversee the construction works as Follows :
- Mission 1: Direct the Execution of works (DET) ;
- Mission 2 : Examine the conformity between prior studies and execution ;
- Mission 3 : Assistance to acceptance operations (AOR).
They are defined in detail in the Terms of References.
The provisional amount of services is eighteen million (18,000,000) FCFA francs.

Participation in this Invitation to tender shall be open to Cameroon-based consultancy Firms with Experience in supervision of building and road construction works.
The services covered by this Call for Tenders will be financed by the BIP MINTP, ROAD FUND LINE - FISCAL YEAR 2023.
The Invitation to Tender file can be consulted at the level of the municipality of Guidiguis.
The Tender File may be withdrawn as soon as this notice is published from the Secretariat of municipality of Guidiguis upon presentation of a receipt for payment of a non-refundable sum in respect of the administrative fees of therty thousand francs (30 000) FCFA payable at the municipality of Guidiguis revenue office. This receipt must identify the purchaser as representing the service provider wishing to participate in the consultation

OPEN NATIONAL INVITATION TO TENDER OPEN N°22/ONIT/AC/CIPM-CMNE-GDG/SPI/2023 OF 04th MAY, 2023 EMERGENCY PROCEDURE FOR THE CONTROL AND MONITORING OF THE MAINTENANCE WORKS OF THE COMMUNAL ROAD: GUIDIGUIS - KOROH - SARMANE (13,100 KM) IN THE MUNICIPALITY OF GUIDIGUIS, MAYO KANI DIVISION, FAR NORTH REGION, IN TRIENNAL PROGRAM 2023 -2025.
“To be opened only during the bid-opening session”
The maximum period of performance of the services is set at Seven (07) months.
Each tenderer must attach to his administrative documents, a provisional bond issued by a first-rate banking establishment or insurance company approved by the Ministry in charge of Finance, the amount of which is set at three hundred sixty thousand (360,000) FCFA. Under penalty of rejection, the provisional bond must imperatively be produced in the original dated at most three (03) months. The provisional bond will be released no later than thirty (30) days after the bid validity period for bidders who have not been selected. For the successful tenderer of the contract, the provisional bond will be released after constitution of the definitive bond.
Under penalty of rejection, the required administrative documents must be produced in originals or in certified true copies by the issuing services, as the case may be, following the instructions of the RPAO. They must be dated no more than three (03) months at the opening of the tenders or established after the date of publication of the notice of the Invitation to Tender. The duly stamped and signed submission, according to the model contained in the tender dossier, will show the costs in CFA francs excluding taxes and all taxes included.
The opening of tenders will be in two stages.The opening of the administrative and technical offers contained in envelope A will take place on 25/05/2023 At the 11 AM by internal tenders boards of council Guidiguis.Only bidders may attend this opening session or be represented by a person of their choice duly mandated and having a perfect command of the file.After the analysis of the administrative and technical offers, the opening of the financial offers (envelope B) will be carried out under the same conditions, at a later date, which will be communicated to the tenderers who, having had an administrative file compliant, will have obtained a score of 70/100 or more on the essential qualification criteria specified in point 12 below.
a) Absence of the bid bond at the opening or of a non-compliant administrative document 48 hours after the opening session ;
b) Falsified document or false declaration ;
c) Incomplete technical offer for absence :
c1) the site visit certificate signed on honor by the tenderer ;
c2) a Head of Mission, Civil Engineer registered with ONIGC, having at least BAC + 3 and five, (05) years of experience, and having been Head of Control Mission in at least one, (03) project maintenance of earth roads;
c3) declaration on the honor of not abandoning contracts during the last three (03) years ;
d) Not having carried out over the past three (03) years a road maintenance and civil engineering construction project for a minimum amount of Ten million (10,000,000) CFA francs ;
e) No proof of ownership or provision of the following minimum equipment :
• 01 vehicles
• 02 ladies PROCTOR
• 10 Abrams cones
• 01 concrete press
• 02 asphalt thermometers
• 01 membrane densitometer
• 01 membrane viscometer
• 01 complete TC1200 station with tripods
• 01 WILD level with tripods
• 01 Theodolite WILD T2 with tripods
• 01 Distance meter DISTOMAT 2000
• 04 sights
• 04 milestones
f) Omission in the offer of a quantified unit price ;
g) Omission of the sub-detail of a quantified price ;
h) Fail to meet at least 24/30 essential criteria in accordance with the scoring grid found in the RPAO ;

The details of these essential criteria are specified by the Special Regulations for the Invitation to Tender (RPAO) and included in the evaluation grid. In the event of a conflict between the Invitation to Tender, the evaluation grid and the RPAO, only the latter should be taken into consideration.
After the examination of the administrative and technical offers, only the financial offers of the tenderers who have submitted a compliant administrative offer and obtained a technical score greater than or equal to 70 out of 100 points will be analyzed.
The Contracting Authority will award the contract to the tenderer whose tender has been considered to be consistent for the most part, to the tender file and who has obtained the highest final score (NF)
The period of validity of the offers is ninety (90) days from the deadline set for their submission.
