Within the framework of the 2023 Public Investment Budget, the Mayor of Mamfe Council hereby launches an Open National Invitation to Tender by Emergency Procedure FOR THE CONSTRUCTION OF A FENCE ROUND INLAND HOTEL IN MAMFE PHASE I.
The works comprise the outcome of the preliminary studies carried out and the detailed information provided for in the technical specifications.
The estimated cost after preliminary studies is 10 000 000 FCFA.
Participation is open to duly legalized Cameroonian enterprises that fulfil the requirements of this invitation to tender.
Services, subject of this invitation to tender shall be funded by the Public Investment Budget of the 2023 financial year as follows: BUDGETARY HEAD: 57 23 150 01 641934 522117 981, record code: IY01913.
The file may be consulted during working hours (7:30 am — 3:30 pm) at the Mamfe Council Contracts Office, Tel: 675181097/653275668/679594652, ARMP Buea, MINMAP Manyu as soon as this notice is published.
The file may be obtained from the Mamfe Council Contracts Office, as soon as this notice is published against payment of a non-refundable sum of 20 000 FCFA for the tender to the Mamfe Municipal Treasury with an acknowledgement receipt thereof.
Each bid drafted in English or French in six (06) copies including the original and five (05) copies marked as such,
should reach the Mamfe Council Contracts Office on 05/06/2023at 9.00 am local time and labelled.

Any document poorly drawn-up, not bound as per Article 24 of the Public Contracts Code
or not produced in Seven (7) copies shall be rejected.
The maximum deadline provided for by the Project Owner for the execution of the works forming the subject of this invitation to tender is three (03) months.
Each bidder must include in his administrative documents, a bid bond issued by a first-rate banking establishment approved by the Ministry in charge of finance and whose list is found in document N° 12 of the Tender File, of an amount of 200 000 FCFA and valid for thirty (30) days beyond the date of validity of bids.

Any document poorly drawn-up, not bound as per Article 24 of the Public Contracts Code
or not produced in Seven (7) copies shall be rejected.
The bids shall be opened in a single (01) phase on 05/06/2023 at 10.00 am local time by the Mamfe Council Internal Tenders Board in the Conference Hall, located at Mamfe Council premises. Only bidders may attend or their duly accredited representatives with Power of Attorney.
Main Eliminatory Criteria
A bid shall be rejected if:
It lacks a bid bond in the Administrative document;
The technical score is less than the minimum required;
It has any fake or forged document;
Absence of quantified unit price.
It carries any false information.
Enterprise has any abandoned project in the last three years
Main Qualification criteria
The criteria for qualification of candidate should be on the following:
v Access to credit or other financial sources (5 million francs at least) Yes / No
v References of similar jobs: Yes / No
v Availability of material and essential equipment : Yes / No
v Experience of supervisory staff: Yes / No
v Methodology Yes/No
v Turnover as in business license above or equal to 10 million francs CFA; Yes/No
Non-respect of two (02) of the above criteria shall entail rejection of the bid.
NB: the marking scale for bids by award of points is banned in favour of the binary method (Yes or No).
The jobbing order shall be awarded to the contractor fulfilling the best technical and financial conditions.
Bidders will remain committed to their bids for ninety (90) days from the deadline set for the submission of tenders.
