As part of the Public Investment Budget 2023, the Mayor of Municipality of Dizangue council Contracting Authority, launches on behalf of the Municipality of Dizangue, an Open National Invitation to tender for the work of rehabilitating agricultural track in Dizangue Council, Sanaga-Maritime Division, Littoral Region

The works subjects of this contract include:
SERIE 000: INSTALLATION OF BUILDING SITE;
SERIE 100:- EATHWORKS AND FITTED;
SERIE 300:-CLEANSINGS AND DRAINAGE;

The estimated cost of the operation: Fourteen million (40 000 000) CFA Francs.

The works shall be constituted in one lot.

Participation in this invitation is open to Cameroonians Enterprises who do not have more than one jobbing other ongoing in Sanaga Maritime Division at the date of opening of bids.

Works which form the subject of this invitation to tender shall be financed by Public Investment Budget of the 2023 financial year; Budget Head

“To be opened only during the bid-opening session” 

N.B.  The bid should be accompanied   with a USB KEY containing the digital version in Excel format of quantitative and estimative detail and the sheet of unit prices

The maximum execution deadline provided for by the Project Owner for the execution of the works subject of this tender shall be three (03) months.

Each bidder must include in his administrative documents, a bid bond issued by a first rate-bank approved by the Ministry in charge of Finance featuring on the list in document 12 of the tender file of an amount equal to 2% of the estimated cost Eight Hundred Thousand (800 000) CFA Francs) all taxes included and valid for thirty (30) days beyond the original date of validity of the offers.

Under penalty of rejection, the administrative documents the technical offer the financial offer must be placed separate different envelopes and put back under sealed folds.
They must carry the number and the subject of the tender, are addressed to the owner. They must not give any indication as to the identity of the bidder.
The folds that have come after the deadlines and deadlines of deposit are inadmissible.
Incomplete offers in accordance with the requirements of the Call for Offers will be declared inadmissible. In particular, the absence of the bid guarantee issued by a first-rate insurance or bank approved by the Minister for Finance.

The opening of the administrative documents, the technical and financial offers shall take place on 27/06/2023 At 12 PM o’clock in the single phase by the Tenders Board attached to the Dizangué Council in its Conference hall. Only bidders may attend or be duly represented by a person of their choice

Eliminatory criteria

• Absence of the bid deposit;
• In the event of the absence or non-compliance of a piece of the administrative file when the folds are opened, the relevant bidders are given forty-eight hours to produce or replace the part in question;
• False statement, or falsified part regardless of the File. To this end, the Contracting Authority and the CIPM reserve the right to authenticate any document of questionable nature;
• Non-compliance with 75% yes to the essential criteria;
• No acceptance of contract clauses (CCAP and CCTP not signed on each page, unsigned and undated at the end);
• Lack of a quantified unit price;

• Experience Qualified supervisory staff;

The Contracting Authority shall award the contract to the bidder whose Offers are administratively conformed, technically eligible, and financially evaluated as the lowest.

Bidders will remain committed to their offers for nineteen (90) days from the deadline set for the submission of tenders.
