As part of the Public Investment Budget 2019, the Mayor of the Municipality of Dizangué Authority, launches on behalf of the Municipality of DIZANGUE, an Open National Invitation to Tender for fight against water salvinia molesta and invasive exotic plants in lake Osssa in the council of Dizangue, Department of Sanaga- Maritime, Littoral Region.

The works subjects of this contract include:
I- sensitization and maintenance with the local community;
II-Mapping of Salvinia in Lake OSSA;
III-Salvia Molesta Withdrawal Campaign;
IV-Purchase of small equipement;
V -Training of the local community and transformation salvinia into ecological chaciel;
VI- Final report feedback and validation workshop;
VII- Personal;

The estimated cost of the operation at the end of the preliminary studies is Twenty Million (20 000 000)CFA Francs.  

The works shall be constituted in a single lot.

Participation in this invitation to tender is open to Cameroonians Enterprises who do not have more than one jobbing other ongoing in Sanaga Maritime Division at the date of opening of bids.

Works, which form the subect of this invitation to tender, shall be financed by Public Investment Budget of the 2023 financial year;

The file may be obtained from the Public Contracts award Service of Dizangue Council, eas soon as this notice is published against payment of a non refundable sum of fifty thousand (50.000) CFA francs payable at Dizangue Council financial Office.

Each offer, written in French or in English, in seven (07) copies including one (01) original and six (06) copies marked as such, in accordance with the requirements of the Bidding Documents, must be filed against receipt under folds closed, at the Secretariat of the Municipality of Dizangué, no later than 27/06/2023 at 11 am local time

N.B.  The bid should be accompanied   with a USB KEY containing the digital version in Excel format of quantitative and estimative detail and the sheet of unit prices

The maximum execution deadline provided for by the Project Owner for the execution of the works subject of this tender shall be two (02) months.

Each tenderer must attach to his administrative documents a tendering security, drawn up by a first-rate bank approved by the Ministry of Finance, and listed in Exhibit 12 of the DAO, for an amount equal to 2% of the Estimated cost,

On pain of rejection, the administrative documents the technical offer the financial offer must be placed separate envelopes and sealed envelopes. They must be marked with the number and subject of the call for tenders, are addressed to the client. They must not give any indication of the identity of the tenderer. The opening of the administrative documents, the technical and financial offers shall take place on 27/06/2023  At 12 PM o’clock in the single phase by the Tenders Board attached to the Divisional Delegation of Public Contracts for Sanaga Maritime in its Conference hall. Only bidders may attend or be duly represented by a person of their choice.

Eliminatory criteria

The eliminatory criteria set the minimum conditions to be fulfilled in order to execute works subject of the tender. They should not be marked. They should be determined depending on the nature and the content of works to be executed. 

The main eliminatory criteria are:

• Absence of the bid deposit;
• In the event of the absence or non-compliance of a piece of the administrative file when the folds are opened, the relevant bidders are given forty-eight hours to produce or replace the part in question;
• False statement, or falsified part regardless of the File. To this end, the Contracting Authority and the CIPM reserve the right to authenticate any document of questionable nature;
• Non-compliance with 75% yes to the essential criteria;
• No acceptance of contract clauses (CCAP and CCTP not signed on each page, unsigned and undated at the end);
• Lack of a quantified unit price;

Essential criteria

These criteria are the fundamental or key ones that will help to measure the financial and the technical capacity of candidates wishing to execute the works subject of the tender.

The criteria relating to the qualification of candidates are detailed in part N°04 of the call for tender should indicatively be on the following:

• Financial ressources;
• Experience;
• Qualification and experience of essential workers;
• Availability of materials and essential equipment
• Methodology

The Contracting Authority shall award the contract to the bidder whose Offers are administratively conformed, technically eligible, and financially evaluated as the lowest.
