The works covered by this Call for Tenders include:

Participation in this call for tenders is open to all companies governed by Cameroonian law demonstrating technical and financial capacities for the successful completion of the works which constitute the subject of it.

Bidders, in addition to physical bids, must submit digital bids either in a USB key.
The maximum execution period provided for by the Client to carrying out the work is three (03) months from the date of notification of the service order to start the work.
Completion time
The maximum period of execution of the work is three (03) months, from the date of the notification of the service order to start the work.
Each tenderer must attach to his administrative documents, a tender bond established by a first-rate bank approved by the Ministry in charge of finance, in the amount of 800 000 (Eight hundred thousand FCFA) and valid for thirty (30) days beyond the original date of validity of the Offers.
Under penalty of rejection, the other required administrative documents must imperatively be produced in originals or in certified true copies by the issuing service or an administrative authority (DO, SDO, etc.), in accordance with the provisions of the Special Regulations of the Appeal 'Offers (RPAO).
They must be dated less than three (03) months preceding the date of submission of the Bids or have been established after the date of signature of the Notice of Call for Bids.
Any offer that does not complete with the requirements of this notice and the Bidding Documents will be declared inadmissible. In particular, the absence of the bid bond issued by a first-rate bank approved by the Ministry in charge of Finance.

The opening of the bids will be done in one step and will take place on 20/6/2023 at 1 p.m. sharp by the Internal Procurement Commission of Douala VI local Council, in the Hall of Acts of the Wouri Divisional Office.
Only tenderers may attend this opening session or be represented by a person of their choice, duly authorized and having perfect knowledge of the file. Offers are opened and evaluated in one step.
Main eliminatory criteria
The eliminatory criteria are:
a) Absence or no conformity of the bid bond in the administrative offer
b) Absence of a non-compliant and unregulated part within 48 hours after the date of opening or examination of the folds
c) Lack of a volume or copy of the submission
d) False declaration or forged document
e) Omission in the financial offer of a quantified unit price or a price sub-detail
f) Technical score less than 70%
g) Lack of a declaration of honor attesting to the non-abandonment of a contract during the past three years
h) Incomplete financial offer (missing part).

Failure to meet 70% of the above criteria will result in the bid being eliminated.
At the end of the examination of the bids of the bidders by the Internal Commission of Procurement of the of Douala VI local council, the Letter-Order of the works will be concluded between the Contractor and the Client, for the account of the Douala VI local council.
The tenderers remain committed by their offer for ninety (90) days from the deadline fixed for the submission of tenders.
