Within the framework of the Execution of the 2023 investment budget of the South West Regional
Assembly, the President of the South West Regional Executive Council hereby launches an OPEN
NATIONAL INVITATION TO TENDER NO 036/ONIT/SWR/SWRA/ITB/BUEA /2023 OF
26/05/2023FOR THE CONSTRUCTION OF SOLAR POWERED BOREHOLE AT
MBINJONG WITH AN OVERHEAD TANK IN UPPER BAYANG SUB-DIVISION,
MANYU DIVISION.

2.Consistance des prestations New(Additif)

The works that are subject of the present tender consist of:

- Preliminary works; Drilling works;

- Design-Cleaning and Development-Pumping test; Superstructure (Tank, tower)

- Supply and installation of Solar Panel & Solar Pump; Maintenance System / training.

3.Cout Prévisionnel New(Additif)

The total estimated cost of the borehole after preliminary studies is Twenty-One Million (21,000,000) FCFA

4.Allotissement New(Additif)

The works for this project is in one (01) lot.

5.Participation et origine New(Additif)

Participation is opened to all duly registered Cameroonian enterprises with the necessary technical and financial capacities who are not under suspension by the authority in charge of public contracts

6.Financement New(Additif)

Works which form the subject of this invitation to tender shall be financed by South west regional assembly investment budget 2023. With budget heads record numbers and imputation 220150

7.Consultation du Dossier New(Additif)

The file may be consulted during working hours at the Cabinet of the President of the Regional Executive Council, first floor of the Regional Assembly Building Buea, Tel: 233 32 61 86 as soon as this notice is published.

8.Acquisition du Dossier New(Additif)

The file may be obtained from the same address above as soon as this notice is published against payment of the sum of 20,000 (twenty Thousand) Francs CFA, payable at the South West Regional Assembly Treasury

9.Remises des offres New(Additif)

Each bid drafted in English or French in seven (07) copies comprising one (01) original and six (06) copies marked as such, should reach the Cabinet of the President of the Regional Executive Council, first floor of the Regional Assembly Building not later than 19/06/2023 at 10.00 a.m., local time in three (03) distinct envelopes which shall be labelled as follows:

Envelop A: administrative documents;

- Envelop B: technical offer

- Envelop C: financial offer.

These three (03) envelops will be put in a fourth one which shall be sealed and labelled imperatively as follows:

10.Delai de Livraison New(Additif)

The maximum execution deadline of the work shall be 03 (Three) months from the date of notification of Service Order for the commencement of works.

11.Cautionnement Provisoire New(Additif)

Each bidder must include in its administrative documents, a bid bond issued by a first-rate financial establishment approved by the Ministry in charge of Finance and whose list is found in document No. 11 of the Tender File, and of an amount of Four Hundred and Twenty Thousand (420,000) CFAF, and which shall be valid for Thirty (30) days beyond the date of validity of the bids

12.Recevabilité des Offres New(Additif)

13.Ouverture des Plis New(Additif)

The offers shall be opened in a single phase. The administrative, technical and financial bids shall be opened on, th16/06/2023 at 11.00 a.m., local time by the South West Regional Assembly Internal Tender's Board in the conference hall. In the presence of the bidders or duly authorized representatives having full knowledge of the file (power of attorney).

14.Critères d'évaluation New(Additif)

Absence of bid bond;

- False declaration or falsified documents;

- Omission of a quantified task on the bill of quantities and cost estimates;

- Absence of administrative documents 48hrs after notification

- Non satisfaction of at least 70% of the main qualification criteria.

i. Essential criteria

General Presentation, compliance with the model bid.
Methodological approach and relevance of proposed solutions;
References of the bidder (experience of at least three (03) years in similar works)(attach proof)
Availability of material and essential equipment
Experience of key supervisory staff
Financial capacity, Twelve Million (12.000.000 FCFA);
Turnover, Access to credit or other financial sources fifteen Million (15.000.000 FCFA);

15.Attribution New(Additif)

The jobbing order shall be awarded to the bidder whose bid is in conformity with the dispositions of the tender file and on the basis of the lowest bid and technically qualified, in accordance with article 99(a) of the public contracts code. That is, it shall be awarded to the bidder with a satisfactory technical score and the lowest financial offer

16.Durée Validité des Offres New(Additif)

Bidders will remain committed to their bids for 90 days from the deadline set for the submission of bids.
