Each offer drafted in English or French in seven (7) copies including the original and six (6) copies marked as such, should reach the Goulfey Council not later than 30/01/2020 at ten (10) o'clock AM and should carry the inscription:

Under pain of rejection, the administrative documents required, must be produced in originals or true copies certified by the issuing service or an administrative authority (Senior Divisional Officer, Divisional Officer...) in accordancewith the Special Conditions of the invitation to tender.
They must not be older than three preceding the original date of submission of bids (3) months or must not have been established after the signing of the tender notice.
Any incomplete offer in accordance with the prescriptions of this notice and tender file shall be declared inadmissible. Especially the absence of a bid bond issued by a first-rate bank approved by the Ministry in charge of Finance.

The maximum execution deadline provided for by the Project Owner or Delegated Project Owner for the execution of the works subject of this tender shall be two (02) months.

The offers shall be received in the Goulfey Council (passing contract service) to date and hours in the request quotation fixed. All offers shall be presented after the hours should be not received.

The main relative criteria to the elimination of the offers of the candidates are defined like below:
1 - The lack of administrative documents;
2 - False declaration or fake pieces;
3- Two (02) latest years of the experiences in the delivery's domain.

The Contracting authority will assign the Contract to the Tenderer whose offer has been recognized compliant for the essential to the File of call of offers and that arranges requisite technical and financial capacities to execute the Contract in a satisfactory way and whose offer has been valued least saying while including the proposed discounts if the case arises.
