The Mayor of MANJO Council, MOUNGO Division, LITTORAL Region, Project Owner and Contracting Authority, hereby launches an Open Invitation to Tender, under urgent procedure for the recruitment of an Architecture and/or Engineering Firm to control and monitor the construction works of a housing estate of twelve(12) type T2, T3 and T4.
The services which the subject of this Invitation to Tender shall include: the following missions:
The estimated cost of these services is FCFA francs fourteen million seven hundred ninety thousand seven hundred eleven (14 790 711), including taxes.
The services which are the subject of this Invitation to Tender include a single lot.
Participation in this National Invitation to Tender under the emergency procedure is open to Architecture and/or Engineering Firms (BET) having the required qualifications for the control and supervision of the construction works of a municipal housing estate of twelve(12) type T2 and T3 and in MANJO Council.
The services which are the subject of this Invitation to Tender are financed by the Budget of the Municipal Housing Construction Program (PCCM), 2023 Financial Year and subsequent financial year.
The Tender File may be consulted as soon as this notice is published, during working hours, at the General Secretary of MANJO (Thuncil and/or at the Department of Partnership Projects and Programs (DPPP) located at the former Head Office building of FEICOM, in MIMBOMAN, Yaounde.
The Tender File (DAO.) shall be collected on presentation of the original receipt for the payment, at the Municipal Treasury of MANJO Council, of a non-refundable amount of CFA francs fifty thousand (50,000) representing the cost of purchasing the Tender File.
However, in accordance with the provisions of Article 82 of the Circular letter on the application of the Public Contracts Code, a tenderer who has paid the acquisition fees of the tender file to the Public Treasury as a result of difficulties encountered at the Municipal Treasury concerned, should include in his bid a report duly established by a bailiff or an acknowledgement of receipt of the letter, addressed to this effect to the Mayor or to a local administrative authority with a copy to FEICOM.
When collecting the DAO, bidders must register and communicate their full address (telephone, e-mail, post office, fax, etc.).
Under pain of rejection, each bid should be drafted in French or in English, in seven (07) copies including the original and six (06) copies, labelled as such, and submitted no later than 29/06/202 at 02:00 pm, against a receipt duly signed by toe Service Head of Projects and Programs Contact (DPPP).They shall bear the following inscription:

Presentation of bids
Documents included in the offf..- ;,hail be presented in three volumes, and placed in a three envelopes as follows:
All the documents provided in the offers (envelopes A, B and C) shall be placed in a big external sealed envelope bearing only the inscription of the said Invitation to Tender.
The documents of the each offer shall be numbered in accordance with the order the Tender File (DAO) and separated by inserts of identical colour.
NB: The absence of the control bid is a ground for rejection of the bids.
The maximum period provided for by the Project Owner for the delivery of the services which are the subject of this Invitation to Tender is nine (09) months from the date of notification of the Service Order to start the services.
Each bidder shall attach to his/her administrative documents, a bid bond issued by a first class bank approved by the Ministry of Finance, the list of which is provided in Document 11 of the DAO, and amounting to CFA francs two hundred ninety thousand (290,000), valid for one hundred and twenty (120) days beyond the deadline for the validity of bids.
However, during the opening of bids, any bidder who has produced a bond issued by an insurance company, will be granted a period of 48 hours to comply.
Bids shall be opened by the Internal Tenders Board of the Municipal Housing Construction Programme (PCCM), on 29/06/2023 at 3.00 p.m. prompt, at the former Head Office building of FEICOM, in MIMBOMAN, Yaoundé.
Bids shall be opened in two (02) phases.
c. Phase one
Administrative and'technical bids shall be opened in the presence of bidders or their duly mandated representatives.
d.Phase two
After the analysis of the administrative and technical bids, the opening of the financial bids will be carried out under the same conditions, at a later date, which will be communicated to the bidders who have the required legal capacity and who have obtained a technical. capacity score of at least seventy points out of one hundred (70/100).
Only one representative per bidder may attend this session.
Eliminatory criteria
· Absence or non-compliance of a document in the administrative file beyond the 48 hours allowed by the Tenders Board;
· Absence of bid bond;
· False declarations or forged documents (the CIPM and the Contracting Authority reserve the right to authenticate any document of doubtful character);
· Absence in the technical offer of a section "execution methodology, organization and planning of the services";
· Failure to meet at least 70% of the essential criteria;
· Omission of 'a quantified price in the financial offer;
· Incomplete financial offer.

The bidder with the highest final score will be declared the successful bidder
The contract will be awarded to the bidder whose bid is assessed as the lowest and most compliant with the Tender File, i.e. the bidder with the highest combined technical and financial score will be awarded the contract and invited to negotiate the contract, if necessary.
Bidders shall remain bound by their bids for a period of ninety (90) days from the closing date for receipt of bids.
