The works is in for lots as indicated below. A bidder can only be awarded two lots either 1 &2 or 3&4
Participation to this consultation is open to Small and Medium Size Enterprises that are In compliance with the fiscal laws.
This project shall be financed by the Public investment Budget of the ministry of Decentralization and local development under the budgetary head of 54276416 38 2243 each

The file may be consulted and obtained at the Ndop Council, Service of Public Contracts Telephone N° 675447413, with effect from the date of signature of this Tender Notice upon presentation of a receipt attesting to the payment ofa non-refundable fee of 18,000 CFA francs (Eighteen thousand Francs CFA) payoble at Ndop council Treasury, representing the cost of purchasing the tender file.

Each bidder must include in his administrative documents, a bid bond issued by a first-rate banking establishment approved bytheMinistryin charge of finance and whose list isfound in this Consultation File, of an amount of 100 000 ( one hundred thousand)franc CFA and valid for thirty (30) days beyond the date of validity of bids.

The bids shall be evaluated according to the main criteria as follows:
A. Eliminatory criteria
1. -Deadline for delivery higher than prescribed;
2. -False declaration or falsified documents;
3. -Absence or insufficient bid bond;
4. -Omission ofaunit price in the financial bid;
5.-scorelessthan 13/17 of essential criteria
B. Essential criteria
1- General presentation of the tender files;

4- Quality of the personnel;
5- Technical organization of the works;

7- Attestation and report of sitevisit;

This evaluation will be done ina purely positive way (yes) or negative (no)withan acceptable minimumof 13/17 of the essential criteria taken in account.
The contract will be awarded to the bidder who would have proposed the offer with the lowest amount( total without taxes), in conformity with the regulations of the Tender Documents and having satisfied to 100% of the eliminatory criteria and at least 13/17 of the essential criteria.
