Within the framework of the Public Investment Budget 2023, the state of Cameroon, Punctual delegated credit, the Mayor of Jakiri council, Contracting Authority, hereby launches an Open National Invitation To Tender (BY THE EMERGENCY PROCEDURE) FOR THE OPENING AND REHABILITATION OF ROADS IN JAKIRI TOWN, JAKIRI MUNICIPALITYIN JAKIRI SUB DIVISION – BUI DIVISION.
The works that are subject of the present tender are in one Lot and consist mainly of:
- Site installation,
- Bringing to and from site of equipment,
- Simple grading (simple or rapid profiling) including creation of open earth gutters (ditches), off shuts (outlets) and/or cleaning and reforming of existing earth gutters (ditches),
- Reformation/reshaping of the entire road area without modification of the layout,
- Reprofiling and compaction including creation of open earth gutters (ditches), off shuts (outlets) and/or cleaning and reforming of existing earth gutters (ditches),
- Fill (Granular soil) from borrow pit,
- ReFOR THE OPENING of roadway (Bulldozing),
Cleaning of hydraulic/drainage structures (culverts).
The total estimated cost of the project after preliminary studies is 43,000,000 (FORETY THREE MILLIONS FCFA).
The works for this project are in one lot.
This National Invitation to Tender is open to Cameroonian-based Enterprises Contractors that have proven their ability and expertise in the execution of such works

Each bid drafted in English or French in seven (07) copies comprising one (01) original and six (06) copies marked as such, should reach the mayor for Jakiri council , against a receipt not later than __23 / 06/ 2023 at 10.00 a.m., local time in three (03) distinct envelopes which shall be labelled as follows:
- Envelop A : administrative documents;(spiral bound with all pages numbered)
- Envelop B : technical offer;(spiral bound with all pages numbered)
- Envelop C : financial offer.(spiral bound with all pages numbered)
These three (03) envelops will be put in a fourth one which shall be sealed and labelled imperatively as follows:

The maximum execution deadline of the work shall be 03 (THREE) Months from the date of issue of Service Order for the commencement of works.
Each bid shall be accompanied by a bid security of FCFA 8,393,600
(Eight Million Three Hundred and ninety Three Thousand Six Hundred francs).
Each bid must have a validity of 90 days with effect from the date of bids FOR THE OPENING. The bid security must be issued by a renowned banking institution approved by the Ministry of Finance.
Administrative documents must be less than three months old and must not be signed after the date of submission of bids. Only originals or copies certified by competent authorities of administrative documents required must imperatively be produced. Bids which fail to comply with this requirement will be rejected

The offers shall be opened in a single phase. The administrative, technical and financial bids shall be opened on, the _23_ / _06_ / 2023 at 11.00 a.m., local time by the Jakiri council internal Tender Board of the Contracting Authority in the Jakiri council Hall, in the presence of the bidders or duly authorized representatives having full knowledge of the file (power of attorney).
13.1: Main Eliminatory Criteria:
13.1.1: Administrative file
Bids shall be rejected for:
- False declaration or forged document; (The Tenders Board or the Contracting Authority reserves the right to proceed with the verification of the authenticity of any document of doubtful nature or character);
- Absence of attestation of site visit signed by the Mayor of Jakiri council.
13.1.2: Technical Proposal
- A technical score of less than 75%.
13.1.3: Financial Proposal
- Incomplete financial bid;
- Omission of a quantified unit price in the price schedule;
- Absence of a Sub-detailed (breakdown) of price.
13.2: Main Qualification/Essential Criteria
