The works comprise the output of the preliminary studies carried out and the detailed information provide in the technical specifications and the quantitative

estimates.

3.Cout Prévisionnel New(Additif)

The estimated budget inclusive of taxes is Seventy million (70,000,000) FCFA and One Hundred Million (100,000,000) FCFA for 2023 and 2024 financial years respectively

4.Allotissement New(Additif)

The works is in one lot

5.Participation et origine New(Additif)

The present Consultation file is open to the following enterprises following authorization letter No 02953-23/L/MINMAP/SG/DGMI/DMTR/CE4 OF 13/06/2023 from the minister delegate at the presidency in charge of public contracts.

Each bid drafted in English or French in Five (5) copies including the original and Four (4) copies marked as such, should reach the MENJI Council Office (General Secretariat) not later than 30/06/2023 at 10am local time and should carry the inscription:

9.Delai de Livraison New(Additif)

The maximum time frame provided for the execution of the works forming the subject of this invitation to Consultation is Twelve (12) months, with effect from the date of notification of the service order to commence works

10.Cautionnement Provisoire New(Additif)

Under penalty of being rejected, the administrative documents required, must be produced in originals or true copies certified by the issuing service or administrative authorities must imperatively be produced in accordance with the Special Regulations/conditions of the invitation to Consultation.

They must not be older than three (03) months preceding the original date of submission of bids or must not have been established after the signing of the Consultation notice.

Any bid not incompliance with the prescriptions of the Consultation file shall be declared inadmissible.

12.Ouverture des Plis New(Additif)

The bids shall be opened and analyse in a single (01) phase on the 30/06/2023 at 11am local time in the Conference Hall, MENJI council by and ad hoc committee designated by the mayor of MENJI Council

13.Critères d'évaluation New(Additif)

Any bid not meeting with the requirements of the Consultation File will be declared inadmissible. The eliminatory criteria are identified as follows:

• Forged documents in the Consultation Files v A technical score of less than 70%,

• Omission of a quantified unit price in the financial offer;

ii. Essential criteria

The main qualification criteria shall concern:

- General Presentation, compliance with the model bid.	Yes / No
- Methodological approach and relevance of proposed solutions;	Yes / No
- References of the bidder for the last ten (10) years in similar works) (attach proof)	Yes / No
- Availability of material and essential equipment and logistics	Yes / No
- Experience of key supervisory staff (civil engineer with at least 3 years of experience)	Yes / No
- Turnover, Financial capacity or access to credit or other financial sources of fifty millions (50 000 000) FCFA	Yes / No
- Execution time frame.	Yes / No

14.Attribution New(Additif)

The contract shall be awarded to the bidder whose bid will be judged essentially in compliance with the Consultation file and who has the required technical and financial capacities to execute the contract satisfactorily and whose financial offer was evaluated as the lowest by including, where necessary, proposed rebates.

15.Durée Validité des Offres New(Additif)

Bidders will remain committed to their bids for 90 days from the deadline set for the submission of bids.

16.Renseignements Complémentaires New(Additif)

Complementary technical information may be obtained during working hours from the services of the Mayor MENJI council.
