The Mayor of YAGOUA, Contracting Authority, launches an Open National Invitation to tender for the extension of the potable water supply network at the Yagoua town in Yagoua subdivision, Mayo-Danay division, Far North Region.

The work under this Invitation for Bids includes the following transactions whose list is not exhaustive:

-     The necessary technical studies;

-     Supply and installation of normalized pipes ;

-     The completion of all the civil works (construction and equipment of cutting valves, discharge valves);

-     Network test;

-     Provide usual maintenance of equipment element.

The work, the subject of this tender, are funded by the Public Investment Budget, Fiscal Year 2023, for an estimated total cost of fourty-two millions (42 000 000) CFA francs.

Participation in this Call for Tenders is open on equal terms to companies and firms or consortium Cameroonian rights, with proven experience in the field of potable water supplying.

By this Notice of Tender, interested companies are invited to submit their bids; authentic information that will retain that can provide the services after a thorough and objective assessment of his record.

The file may be obtained from the Yagoua council, as soon as this notice is published against payment of a non-refundable sum of fifty thousand (50 000) francs CFA payable at the council financial office of Yagoua.

Each offer, written in French or in English, seven (07) copies, one (01) original and six (06) copies labeled as such, meet the requirements of the Tender Dossier, will be filed against receipt under sealed envelopes, with the Divisional Delegation of Public Contracts (Tenders Unit), no later than the 26/07/2023 at 14h00 local time. IN NORMAL PROCEDURE FOR THE EXTENSION OF POTABLE WATER SUPPLY NETWORK AT YAGOUA TOWN, YAGOUA SUBDIVISION, MAYO-DANAY DIVISION, FAR NORTH REGION

Tenders received after the deadline for submission of tenders will not be received.

The maximum execution time provided by the Client for completion of the work is three (03) calendar months for each lot. This period includes periods of rainy weather and all the various constraints and runs from the date of notification of the Order of Service to begin work, when you sign your contract.

Any tender not respecting the separation mode of the financial offers from the administrative documents and technical proposals shall be rejected.

Any offer not in keeping with the tender requirements, especially the absence of the provisional guarantee issued of Eight hundred and fourty thousand (840 000) F CFA, in keeping with the model indicated in the tender file by a first class banking institution or an assurance company approved by the ministry in charge of finance and valid for a period of thirty (30) days shall be rejected.

Lest they be rejected, shall be submitted only the originals or true copies of the relevant administrative documents, certified by the issuing service or an administrative authority, dating less than three (3) months old and valid during the opening session shall be rejected.

Tenders shall be opened once on the 26/07/2023 at 03 P.m, in the meeting room of the council YAGOUA in the presence of tenderers.

Only bidders may attend the opening session or be represented by one person (even if group) of their choice with a perfect knowledge of the case. However, an additional person acting as an interpreter is accepted, if necessary.

Eliminatory criteria

Administratives documents

a)                      Incomplete or non-compliant administrative file ;

b)                      False declaration or forged document.

Technical proposal

a)                      Incomplete application or non conforming parts;

b)                      False statement or falsified document scanned;

c)                       Non-existence in the technical offer of the "organization, methodology and planning";

d)                      Failure to respect the profil of site personnel;

e)                      Having abandoned a site in the last three years;

f)    Don 't have justified the achievement over the last three years as the main contractor, a hydraulic work;

g)                      Failure to score at least sixteen (16) essential criteria over twenty two (22).

Financial offer

a)                      Incomplete  financial tender;

b)                      Non-compliant file;

c)                       Omission of a quantified unit price from the price schedule;

d)                      Absence of a sub-detail price.

Essential Criteria

Assessment of the technical proposal will be carried out on the basis of twenty two (22) main criteria shared as follows:

1. Presentation based on four (04) criteria;
2. The company’s training personnel based on four (04) criteria;
3. The availability of the required equipment based on nine (09) criteria;
4. Work planning based on three (03) criteria;

The company’s prefinancial references and abilities based on two (02) criteria

The Contracting Authority will award the contract to the bidder whose offer qualified technically will be the lowest evaluated bid after-audits of its price and is substantially responsive to the Bidding Documents of 'Offers.

Tenderers are bound by their tenders for a period of ninety (90) days after the deadline for submission of tenders.
