The project has 3 main components grouping the following interventions:

  Component 1: Urban development for young people through sports facilities

-        Creation/rehabilitation of local sports facilities (including related developments);
-        Definition of the methods of management, maintenance, and animation of future infrastructures.

  Component 2: Establishment of a Capacity Building Programme for Cameroonian Sports Stakeholders
-        Support for Cameroonian sports stakeholders, particularly in the animation of sports facilities (training and capacity building);
-        Support for the implementation of Cameroon's public policy on sport for all.

  Component 3: cross-cutting component of management, project management and capacity building of the project owner
-        Support on management for the two components (sports equipment and capacity building of Cameroonian sports stakeholders);
-        Capacity building of the actors in charge of project management.
 

The Mayor of the Bamenda City Council has received funding from the French Development Agency (AFD), and intends to use part of the amount thereof to make payments under the project for the construction and rehabilitation of local sports facilities (SPORCAP).

The SPORCAP project aims to make sport accessible to all by building local sports infrastructure in Bafoussam, Bamenda, Bertoua, Garoua, and Maroua, and by strengthening the capacities of Cameroonian sports stakeholders.

The  purpose of the Candidate's Services will be  the complete project management in a single lot  of the construction and rehabilitation projects of the following local sports facilities:

The services cover all of the above sites, and include two (02) Phases:

• Fixed phase covering the final program and technical studies and comprising:
  • The development of a detailed program for each sports infrastructure site: based on the conclusions of the feasibility study, the production of a programme integrating functional, managerial, architectural and technical requirements and expectations.
  • Carrying out technical, summary and detailed studies of the projects relating to the implementation of the sports infrastructures described and validated in the above-mentioned programme. These studies will have to cover all the developments provided for by the programme: the development of the sites, the construction of the fields (football, handball, basketball, volleyball), the construction of the stands, the clay athletics tracks, the rehabilitation of gymnasiums, indoor combat sports facilities, brick/concrete changing rooms and toilets, solar lampposts, tree planting, landscaping, etc.). The design studies of sports infrastructures will have to take into account the orientations of the SPORCAP Project in terms of landscape integration issues, climate change, social impact and the fight against access and gender inequalities. The conclusions/recommendations of the gender support and the contributions of the SPORCAP component 2 operator will have to be taken into account by the full project managers in the design of sports infrastructures.
  • Carrying out environmental and social impact assessments of said projects, including the corresponding management documents and socio-economic studies. It is expected that environmental and social impact notices (ESIs) will be drawn up for each sports facility (sub-project) or group of sports equipment. The ESNs will also include an Environmental and Social Management Plan (ESMP). This will be done in accordance with the National Environmental and Social Assessment Framework.
  • The preparation of tender documents for the works contracts to enable the works to be carried out, and the assistance to the contracting authority in the selection and contracting process of the companies, in particular by analyzing the bids, supporting requests for clarification, etc.
• Conditional phase relating to the control and supervision of the said works and comprising:
  • Visa and validation of studies and technical provisions (VISA).
  • The Supervision and control of the execution of the works, including the scheduling, management and coordination of the sites.
  • Monitoring the implementation of the ESMP-Works by the Companies.
  • Assistance with Acceptance Operations (AAO) and monitoring of the works during the guarantee period for perfect completion of the work.

The Consultants' attention is drawn to the fact that the strengthening of the Conditional phase is subject to the successful completion of the fixed phase.

The maximum deadlines set by the Client for the performance of the services are:

-      Nine (09) months for the fixed phase (including time required for the review and approval of submitted documents)

-      Twenty-four (24) months for the conditional phase (including time required for withdrawal, site reclamation, and production of the verification file)

-      Twelve (12) months for the guarantee period of the works

The duration of the award of the works contracts is estimated at eight (08) months.

The eligibility criteria for AFD financing are specified in Article 1.3 of the "Guidelines for the Procurement of Contracts financed by AFD in foreign States", available online on the AFD website: http://www.afd.fr.

Candidates may only submit one application in their name or as part of a Group. If an Applicant (including a member of a Group) submits or participates in more than one application, these will be disqualified. On the other hand, the same Subcontractor may participate in several applications.

If the Candidate is constituted as a Group, the Expression of Interest must include:

-      a copy of the Grouping agreement entered into by all its members,

or

-      a letter of intent to form a Group, signed by all its members and accompanied by a copy of the proposed Grouping Agreement.

In the absence of this document, the other members will be considered as Subcontractors

The services will be financed by the French Development Agency (AFD) within the framework of the CCM 1819 agreement of the SPORCAP project.

The references and qualifications of the Subcontractors are not taken into account in the evaluation of applications.

Interested Candidates must provide information demonstrating that they are qualified and experienced to perform these Services. As such, they will have to prove that they have references of recent and similar services.

The similarity of the references will be analysed based on:

-      The size of the contract;

-      The nature of the Services:

• Detailed technical studies
• Advice on sports programming and management of sports equipment for all levels
• Site supervision with monitoring of ESMP-Works

-      Field and technical expertise: intellectual services in infrastructure works;

-      Geographical context: in sub-Saharan Africa.

The Client will also review the suitability of the Expressions of Interest in light of the following criteria:

-      In-house skills and availability for technical support to in-country experts;

-      Local correspondents/partners;

Due to the security risk in the areas where the Services are to be carried out, the evaluation of Expressions of Interest will verify that applications meet the following criteria:

-      The Candidate has at least experience of providing services in areas with a similar security risk, for which he/she will provide proof of implementation of security measures (invoice or contract with security provider, proof of security awareness before departure on site, etc.).

-      The Candidate has internal security management procedures: it will provide a description of its monitoring system and its crisis management system.

-      For services provided abroad, the Candidate has a contract for the assistance and repatriation of his employees: he will provide the certificate justifying it.

-      The Candidate will describe his/her standard process of preparation for departure on a mission in sensitive areas, and will attach supporting documents of its implementation (mission orders with associated instructions, certificates of awareness-raising or training actions, etc.).

In the event of a Joint Venture, its representative as well as any member having its registered office outside the Client's country must meet each of these criteria.
