Within the framework of 2023 Public Investment Budget, The President of the North West Regional Assembly, Contracting Authority, hereby launches an Open National Invitation to tender for the Provision of Car Insurance Coverage to 11 Vehicles in The North West Regional Assembly

Scope of coverage will be detailed as follows:

200. Theft & Fire damage to own vehicle

300. Accidental damage including collision

400. Glass breakage

500. Personal Injury Protection (PIP)

600. Aid on repairs

700. Advance upon recovery

800. Legal Expenses

The estimated cost is 10,000,000 (Ten million) CFAF ATI

This project is a single lot which is for the Provision of Car Insurance Coverage to 11 Vehicles in The North West Regional Assembly

Participation in this invitation to tender is reserved for Insurance Companies registered in Cameroon, fulfilling the conditions provided for by regulations in force in Member States of the Inter-African Insurance Market (CIMA).

Works which are the subject of this Invitation to Tender shall be financed by the 2023 Public Investment Budget assigned to the North West Regional Assembly.

Each offer drafted in English or French in Seven (7) copies including One (1) original and Six (6) copies marked as such, should reach the Services of the Director of General Affaires of the North West Regional Assembly (Tel N° 673007649), not later than  18/06/2023 at 10:00am noon local time and should carry the inscription:

N^o 028/ONIT/NWRA/ITB/2023 OF 26/06/2023 FOR THE PROVISION OF CAR INSURANCE COVERAGE TO 11 VEHICLES IN THE NORTH WEST REGIONAL ASSEMBLY>>

“To be OPEN only during the bid-opening session”

The period of coverage shall be for 12 MONTHS and shall cover eleven Vehicles (11) Vehicles.

The bidder must include in his administrative documents, a bid bond issued by a first-rate financial and insurance establishment approved by the Ministry in charge of Finance (See list in document N^o. 12 of the Tender File). The amount is on the table below and valid for Thirty (30) days beyond the date of validity of bids.

Upon penalty of being rejected, only originals or certified true copies signed by the issuing service or administrative authorities (Senior Divisional Officer, Divisional Officers….) must imperatively be produced in accordance with the Special Regulations of the Invitation to Tender.

They must obligatorily not be older than three (3) months preceding the date of submission of bids or may be established after the signature of the tender notice

Any bid not in compliance with the prescriptions of the Tender File shall be rejected. This refers especially to the absence of a bid bond issued by a first-rate bank or insurance establishment approved by the Minister in charge of Finance.

The bids shall be opened in two phases. The opening of the administrative file and the technical bid shall first take place followed by the opening of the financial bids of bidders who obtained the required minimum technical score.

            The Administrative and Technical Bids shall be opened on the  18/06/2023 at 11:00am in the conference hall of the internal Tender Board (Block B), by the Internal Tender’s Board, in the presence of the bidders or their mandated representatives if they so desire, with full knowledge of the files.

The opening of the financial bids shall take place at the end of the technical analysis and shall only concern bidders who obtained the minimum required score of 75%. The bids will be evaluated exclusively of value added tax (EVAT) and all taxes inclusive (ATI) and accompanied by a signed model submission.

The bids shall be evaluated according to the main criteria as follows:

1. Eliminatory criteria

1. 1.      Absence or non-conformity of an element in the administrative file non regularized within 48 hours after opening of bids
2. 2.      Execution deadline higher than prescribed in the Tender File;
3. 3.      False declaration or falsified documents;
4. 4.      Absence or insufficient bid bond at the opening of the bids;
5. 5.      A bid with the external envelope carrying a sign leading to the identification of the bidder;
6. 6.      Incomplete financial file;
7. 7.      Non respect of 75% of essential criteria;
8. 8.      Suspended by MINMAP for 2023.

2. Essential criteria

These criteria are the fundamental or key ones that will help to judge the financial and technical capacity of candidates to execute the services forming the subject of the tender. They should be determined depending on the nature and content of the services to be provided

The technical bids will be evaluated over one hundred (100) marks according to the following criteria::

Evaluation criteria and essential sub criteria, for each lot, are detailed in the Special Regulations of the tender.

The evaluation will be done in a point form with an acceptable minimum score of 75% of the essential criteria taken in account.

The Contract will be awarded to the bidder who would have proposed the best offer, in conformity with the regulations of the Tender Documents and having satisfied to 100% of the eliminatory criteria and at least 75% of the essential criteria.

Bidders will remain committed to their offers for Ninety (90) days from the deadline set for the submission of tenders.
