As part of the improvement of the visibility of the Regional Coastal Council, its President plans to launch a call for tenders for the selection of a company for the installation of a sign of the Region at the NORTH, SOUTH and WEST (border with the Center region).
The works, subject of this Call for Tenders consist of the installation of the signs of the Region at the North, South and West limit (border with the Center Region) include the design, manufacture, installation and commissioning service in each site with provision of written documentation including maintenance instructions and technical characteristics of electrical equipment as shown in the technical specifications (see appendix), broken down as follows:

The estimated cost of the operation at the end of the preliminary studies is: AMOUNTS including tax (FCFA)25,000,000 Twenty-five million francs.
This project is in three (03) lots of which a bidder can be the winner of all the lots.
Participation in this Call for Tenders is open on equal terms to companies incorporated under Cameroonian law with the technical and financial capacity to carry out Building and Public Works works.
The services, subject of this Call for Tenders, are financed by the Littoral Regional Council Budget (Own funds), financial year 2023 of the Littoral Regional Council, on budget line 222250

The maximum execution time provided by the Project Owner for the execution of the works is three (03) months from the notification of the service order for the start-up.
Bids must be accompanied by a bid bond, the amount of which in FCFA is set at:
- Submission deposit Lot 1: 160,000;
- Submission deposit Lot 2: 170,000;
- Submission deposit Lot 3: 170,000.
These bid bonds will be issued by a first class bank or by a financial institution approved by the Ministry in charge of finance.
The validity of these guarantees is one hundred and twenty days (120) days, from the deadline for submission of tenders.
Under penalty of rejection, the documents in the administrative file must imperatively be produced in originals or in copies certified true by the issuing department or an administrative authority approved for this purpose, in accordance with the stipulations of the Special Regulations of the Call for Tenders. They must date from less than three (03) months preceding the original date of submission of tenders or have been established after the date of signature of the Notice of Call for Tenders file.
Any incomplete tender in accordance with the requirements of this notice and the Call for Tenders Dossier will be declared inadmissible. The contract is awarded to the lowest bidder (all taxes) whose offer has been recognized as essentially compliant with the Call for Tenders Dossier and fulfilling the required technical and financial capacities.
A tenderer may be awarded more than two (2) lots.
Tenderers remain committed to their tenders for a period of ninety (90) days from the deadline set for receipt of tenders.
