The President of the Littoral Regional Council, Project Owner and Contracting Authority, launches on behalf of the Littoral Region, a National Open Call for Tenders for the maintenance works of the earth roads: the regional road R0316 FOR THE EXECUTION OF MAINTENANCE WORKS ON EARTH ROADS: REGIONAL ROAD R0316 (DOUKOKOL - SONGLOUGLOU OF LINEAIRE 4 KM) IN THE DEPARTMENT OF SANAGA-MARITIME, LITTORAL REGION.

The works, subject of this invitation to tender, comprise all the trades divided into a single lot as provided for in the framework of the bill of quantities and estimates:
1- Clearing brush ;
2- Deforestation ;
3- Tree felling ;
4- Stump removal of Chinese bamboo ;
5- Ordinary spoil dumping;
6- Backfilling with lateritic gravel from borrowed material and improved with stabilizing products;
7- Purging;
8- Shaping of the platform including creation of ditches and outlets;
9- Re-profiling and compacting;
10- Cleaning and reshaping of existing ditches and outlets;
11- Creation of ditches and earth divergences with a levelling machine;
12- Creation of outlets with bulldozers or shovels;
13- Backhoeing;
14- Surface course in lateritic gravel;
15- Treatment of the roadway with stabilizing products;
16- Transport costs, at prices TM104, TM108a, TM108d, and TM115 beyond 5000 m;
17- Cleaning of nozzles (Ø ≤ 1.5 m) and gutters (H ≤ 1.5 m);
18- Construction of ditches in masonry of rubble stones on steep slopes 1.30 x 0.65ml;
19- Supply and installation of scuppers 1.00 x 1.00 in concrete dosed at 400 kg/m3;
20- Heads and sump in concrete for gutters 1.00 x 1.00 dosed at 400 kg/m3 ;
21- Reinforced concrete dosed at 400 kg/m3 for bridge decks;
22- Clearing and cleaning of bridges and culverts;
23- Geotechnical studies and execution of engineering structures including demolition;
24- Mixed guardrails (concrete posts and galvanised steel pipes);
25- Type A metal traffic signs;
26- Prefabricated reinforced concrete beacon;

The estimated cost is four Two hundred million (200,000,000) CFA francs including tax.

The works covered by this call for tenders are in one (01) single lot: 

Participation in this call for tenders is reserved for Cameroonian companies’ subject to the real estate regime and operating in this field and having the required administrative, technical and financial capacities.
The participation of companies in the form of a grouping is allowed in accordance with the regulations in force

The works covered by this invitation to tender are financed by the MINTP budget, Road Fund line, on behalf of the Littoral Regional Council; Fiscal years 2023.

The Tender Documents may be consulted during working hours upon publication of this Notice at the Conseil Regional du Littoral.

As soon as this notice is published, the file can be obtained from the Conseil Régional du Littoral on presentation of a receipt for payment of the non-refundable sum of two hundred thousand (200,000) FCFA, payable to the Regional Revenue Office as a file purchase fee.

Tenders written in French or English, in eight (08) copies, one original and seven (07) copies marked as such, and an electronic version of the financial offers on an Excel file in digital format, shall be placed in a sealed envelope, without any indication of the identity of the tenderer, and deposited at the Conseil Régional du Littoral, located in the main building of the building housing its services, no later than 17/07/2023 at 12:00 local time and shall bear the following mention

OPEN NATIONAL INVITATION TO TENDER 

N°07/ONIT/CR/LT/CIPM/ /2023 OF 29 JUIN 2023

FOR THE EXECUTION OF MAINTENANCE WORKS ON EARTH ROADS: REGIONAL ROAD R0316 (DOUKOKOL - SONGLOUGLOU OF LINEAIRE 4 KM) IN THE DEPARTMENT OF SANAGA-MARITIME, LITTORAL REGION.

The maximum period foreseen by the Employer for the execution of the works covered by this invitation to tender is Four (04) months from the date of notification of the Service Order for the start of the works.

Each bidder must attach to his administrative documents a bid bond in the amount of four million (4,000,000) CFA francs issued by a bank or financial institution approved by the Ministry of Finance and listed in Exhibit 12 of the DAO, valid for thirty (30) days after the original date of validity of the bids.
The other administrative documents required must be produced in originals or in copies certified as true by the issuing department or an administrative authority (Governor, Prefect, Sub-Prefect), in accordance with the provisions of the Special Rules of the Call for Tenders.
They must be dated within three (3) months prior to the date of submission of bids or after the date of signature of the invitation to tender.
Any bid that does not comply with the requirements of this notice and the tender documents will be declared inadmissible. In particular, the absence of a bid bond issued by a first class bank approved by the Ministry of Finance or failure to comply with the model documents in the tender documents will result in the rejection of the bid.

Under pain of rejection, the administrative documents required, must be produces in originals or true copies certified by the issuing service or an administrative authority (Senior Divisional Officer, Divisional Officer …) in accordance with the Special Conditions of the invitation to tender. 
They must not be older than three (03) months preceding the original date of submission of bids or must not have been established after the signing of the tender notice. 
Any incomplete offer in accordance with the prescriptions of tender file shall be declared inadmissible. Especially, the absence of a bid bond issued by a first-rate bank approved by the Ministry in charge of Finance.

The opening of the bids will be done in one step.
The opening of the bids will take place on 17/07/2023  at 1 p.m. by the Internal Contract Award Commission in the meeting room of the Conseil Régional du Littoral.
Only the bidders may attend this opening session or be represented by a duly authorised person of their choice, who has a perfect knowledge of the file

Eliminatory criteria

The eliminatory criteria are :

1- Absence of the bid bond at the opening of the bids;

2- Incomplete or non-compliant administrative file, (Subject to the provisions of point I.1 of Circular N°002/CAB/PM of 31 January 2011 on improving the performance of the public procurement system);

3- False declarations or falsified documents;

4- Absence of cumulative annual turnover for the last three years (2020, 2021, 2022) greater than or equal to four hundred million (400,000,000) CFA francs with DSF and acknowledgement of receipt from the DGI;

5- Absence of the declaration of non-abandonment of the site during the last three (03) years;

6- Absence of the visit report with photo dated, sealed and signed on honour by the tenderer;

7- Absence in the technical offer of a section on "execution methodology, organisation and planning of services" or non-compliant technical offer;

8- Failure to justify the possession or rental of the following minimum equipment

• 02 Pick-up trucks;
• 01 Tipper trucks;
• 01 Vibratory Roller Compactors;
• 01 Tanker trucks;
• 01 Caravan truck;
• 01 tanker trucks.
• 01 Gradere (grader)
• 02 chainsaw
• Small deforestation equipment
• 01 motor pump
• 01 concrete mixer

9- Failure to meet at least 80% of the essential criteria, i.e. 8/9;

10- Incomplete financial offer;

11- Absence of financial capacity of 50% of the estimated cost.

Essential criteria

 The essential criteria will be evaluated in a binary manner (pass or fail); thus, several sub-criteria drawn from the headings below in the tender file will be retained for the evaluation of the technical offer:

1- General presentation of the offer

2- Management staff;

3- Cumulative turnover;

4- Tenderer's references;

5- Technical and material means;

6- Organisation, methodology and execution schedule;

7- Site visit;

8- Financing capacity;

9- Acceptance of the contract conditions.

NB: Failure to meet 80% of the above criteria will result in the elimination of the tender.

 The contracting authority will award the contract to the tenderer with the lowest evaluated tender who meets the financial, technical and administrative capacity requirements resulting from the so-called essential or eliminatory criteria.
However, the Contracting Authority reserves the right not to award the contract to firms in the following situations

Tenderers remain bound by their tenders for a period of ninety (90) days from the deadline for receipt of tenders.
