Within the framework of the implementation of project activities, the Project Coordinator of the Agriculture Infrastructure and Value chain Development Project (AIVDP) hereby launches an Open National Invitation to Tender for the construction of a borehole at the head office of the Agriculture Infrastructure & value chain development Project AIVDP — Buea SW Region
The works that are subject of the present tender shall be in 01 (one) Lot. The various works to be
executed are as follows:
Site selection: Hydrogeologic, geophysical studies and implantation
Site clearance
Installation and withdrawal of drilling rig and other equipment
Air Rotary Drilling of o9"7/8 in unconsolidated loose formations
Installation and removal of temporal PVC or metallic
Air rotary and percussion Drilling with the down-the-hole hammer of 06"1/2 to 6"3/4 in
hard rock
Supply and installation of PVC casing of o 112 -125 mm
Supply and putting in place of a gravel pack of a quartzeous nature and calibrated: (1-2mm)
or (2-4mm)
Putting in place of the borehole cap
- Cleaning and development of the borehole by the air lift method - Pumping test
- Sampling and physico-chemical Analysis of water quality from the borehole
- Disinfection of the borehole
The estimated cost of the works following prior studies stands at FCFA 12,000,000 (Twelve million francs CFA).
This National Invitation to Tender is open to Cameroonian-based enterprises/contractors that have proven their ability and expertise in the execution of such works
Works which form the subject of this invitation to tender shall be financed by AIVDP Government of Cameroon funds for the 2023 financial year.
The file may be consulted during working hours at the AIVDP office in Buea, Tel./Fax: 233-3234-11/12 as soon as this notice is published during working hours from 8:00 a.m. to 5:00 p.m., Monday to Fridays.
The file may be obtained from the same address above, as soon as this notice is published against payment of the sum of 20,000 (Twenty thousand) francs CFA, payable into the CAS-ARMP Account in any BICEC Bank Branch.

The maximum deadline for the execution of the works shall be three (03) months from the date of issue of Service Order for the commencement of works.
Each bidder shall have to include in their tender a standard bid form indicating costs exclusive of all taxes and taxes included and work execution deadlines
Each bidder shall include in their administrative documents a bid security (in conformity with the model given in the annex) amounting to FCFA 240,000 (Two hundred and forty thousand francs CFA).
The bid security must be issued by a banking or insurance institution approved by the Ministry of Finance (see list in the annex).

The bids shall be opened in a single phase. The administrative, technical and financial bids shall be opened on 11/08/2023 at 11 o'clock., local time by the AIVDP Special Tenders Board in the AIVDP Project Conference Room in Buea, in the presence of the bidders or duly authorized representatives having full knowledge of the file (power of attorney).
v Absence of a bid bond
v Absence or non-conformity of an administrative document within 48hours after bids opening
v False declaration or falsified document
v Uncertified diploma(s) of personnel
v Insufficient financial capacity
v Lack of proof attesting to the previous execution of contracts of similar nature

The non-respect of at least three (03) of the above criteria shall lead to the elimination of the bid. Only bids that would have obtained a score of at least 70% of 'YES' responses in the technical evaluation shall be retained for financial evaluation.
The contract shall be awarded to the bidder with the least financial offer after having qualified administratively and technically.
Bidders will remain committed to their offers for a period of 90 days from the deadline of submission of tenders.
