As part of the achievement of the objective of building resilience in pro-poor communities in Sisia, the City the Mayor of the City of BAMENDA, Project Owner, is launching on behalf of his City, an Open National Invitation to Tender for the financing of the project for implementing a system for securing and managing access to drinking water in sisia neighbourhoods of Bamenda City Council, Mezam Division, North-West Region –Cameroon
The main objective of the works is to build resilience in the pro-poor communities of Sisia.
The works consist of: Two lots as follows:
Lot 1:
- Construction of foot bridges
- Construction of bridges
- Maintenance of earth roads
Lot 2
- Realisation of water supply projects using HDPE pipes in SIASIA I, SISIA II, SISIA III, SISIA IV and V quarters.
The Estimated cost of the works after preliminary studies is put at 231,946,030 (Two Hundred Thirty-One Million Nine Hundred and Forty-six Thousand and thirty) FCFA Tax inclusive. This cost is divided into two lots at follows ;

The services thus defined are divided into lots.

Participation is open to companies and/or groups of companies under Cameroonian law, operating as much as possible in the Engineering and Environmental management sectors.
The services of this call for tender are financed by the public investment budget of FEICOM and the Municipality of the BAMENDA City of Fiscal Years 2023 by the partnership fund lodged at the level of FEICOM.

The pruchase price for the tender file stands at two hundred and twenty five thousand (225 000) FCFA

NB: The offer must be accompanied by a CD or USB key containing the digital version in Excel format of the quantitative and estimated detailed framework.
The overall period of execution of this contract is 8 (Eight) months.
Each bidder must attach to his Administrative documents, a bid bond established by a first-rate bank or by insurance companies approved by the Ministry in charge of finance and whose list appears in document 11 of the TENDER FILE, valid for ninety (90) days beyond the original date of validity of offers for an amounts as follows:

Under penalty of rejection, the required documents from the Administrative file must be produced in originals or in certified true copies by the issuing department or an Administrative authority, in accordance with the stipulations of the Special Regulations of the Invitation to Tenders.
They must date from less than three (03) months preceding the original date of submission of tenders or have been drawn up after the date of signature of the Tender Notice of the Invitation to Tender.
All incomplete offers in accordance with the requirements of the Tenders File will be declared inadmissible. Taking into account the authorization of certain insurance companies for the issuance of bonds, each tenderer must attach to his Administrative documents; a bond from a bank or an insurance company approved and authorized to issue bonds within the framework of Public Contracts.
The opening of the Administrative documents, technical and financial offers will take place on 10th August 2023 at 11 a.m. prompt by the Internal Tenders Board of the BCC in the deliberation room of the said Council.
Elimination criteria
The qualifying criteria are as follows:
Under penalty of rejection, the bid bond and the bidder's bank domiciliation certificate must imperatively be produced in originals, the other documents in originals or in certified copies. These Administrative justifications must date from less than three (03) months and comply with the models.

Only tenderers having obtained at least 70 out of 100 to the technical evaluation will be put to the analysis of the financial offer.
The financial offer score will be calculated as follows:
Financial note=100 X Amount of the proposal with the lowest price
Amount of the offer considered
The final score will be calculated as follows:
Final score =70%technical score + 30%financial score
NB: The evaluation of the essential criteria and sub-criteria is binary, with validation thresholds attached to it. And to take into account the relative importance of the various criteria or sub-criteria, a weighting is carried out in the event of a positive (yes) or negative (no) evaluation.
In case of quality-cost selection The Project Owner will award the contract to the tenderer whose tender has been recognized as essentially compliant with the Tenders File and who has the technical and financial capacities required to perform satisfactorily and whose offer has been evaluated as the lowest price, including, where applicable, the discounts offered
NB: The Service Provider will be chosen by the cost-quality selection method in accordance with the selection methods described in this TENDER FILE.
Tenderers remain committed to their offer for 90 days from the deadline set for the submission of tenders.
