1.Objet New(Additif)

Within the framework of the Public Investment Budget 2023, The Mayor of MENJI COUNCIL hereby launches an OPEN NATIONAL INVITATION TO TENDER (BY EMERGENCY PROCEDURE) FOR THE SUPPLY OF WATER'TO MENJI TOWN, LEBIALEM DIVISION

2.Consistance des prestations New(Additif)

The works comprise the output of the preliminary studies carried out and the detailed information provide in the technical specifications and the quantitative estimates.

3.Cout Prévisionnel New(Additif)

The estimated budget inclusive of taxes is one hundred million (100,000,000) 

4.Participation et origine New(Additif)

The tender is open to duly legalized Cameroonian enterprises that fulfil the requirements of this invitation to tender

5.Financement New(Additif)

Works of this invitation to tender shall be financed by Public Investment Budget (punctual) of the 2023 financial year, budget head N° 57 94 195 05 110000 523412

6.Consultation du Dossier New(Additif)

The file may be consulted during working hours at the Menji COUNCIL - General Secretariat, Tel: 677875995 as soon as this notice is published

7.Acquisition du Dossier New(Additif)

The file may be obtained from the MENJI COUNCIL Office (General Secretariat), Tel: 677875995, As soon as this notice is published against payment of the sum of two

hundred thousand (200,000) CFA francs, payable at the Municipal Treasury

8.Remises des offres New(Additif)

Each bid drafted in English or French in seven (7) copies including the original and six (6) copies marked as such, should reach the MENJI COUNCIL Office (General Secretariat) not later than 21/07/2023  at 10am local time and should carry the inscription:

9.Delai de Livraison New(Additif)

The maximum time frame provided for the execution of ule works for the subject of n/athis invitation to tender is three (03) months, with effect from the,lit io notification of the service order to commence works.

10.Cautionnement Provisoire New(Additif)

Each bidder must include in his administrative documents, a bid bond issued by a first-rate banking establishment approved by the Ministry in charge of finance and whose list is found in document No. 12 of the Tender File, and of an amount of two million (2,000 000) FCFA which is valid for Ninety (90) days beyond the date of validity of bids

11.Recevabilité des Offres New(Additif)

Each bid drafted in English or French in seven (7) copies including the original and six (6) copies marked as such, should reach the MENJI COUNCIL Office (General Secretariat) not later than 21/07/2023 at 10am local time and should carry the inscription:

12.Ouverture des Plis New(Additif)

The bids shall be opened in a single (01) phase on the21/07/2023 at 11am local time in the Conference Hall, at the MENJI COUNCIL office by the Menji council tenders board in the presence of the bidders or duly authorized representatives having full knowledge of the file (power of attorney).

13.Critères d'évaluation New(Additif)

The eliminatory criteria are identified as follows:

v  Lack of bid bond

Absent of administrative document after 48hours

 

v  Falsify document

  • A technical score less than 70%

v  Absence of a unit price

  • Absence of pre finance capacity

- General Presentation, compliance with the model bid.

14.Attribution New(Additif)

The contract shall be awarded to the bidder whose bid will be judged essentially in compliance with the Tender File and who has the required technical and financial capacities to execute the contract satisfactorily and whose financial offer was evaluated as the lowest by including, where necessary, proposed rebates.

15.Durée Validité des Offres New(Additif)

Bidders will remain committed to their bids for 90 days from the deadline set for the submission of bids

16.Renseignements Complémentaires New(Additif)

Complementary technical information Menji COUNCIL Office may be obtained during working hours from theMenji COUNCIL Office.
