1.Objet New(Additif)

The General Manager of Douala Gynaeco-Obstetric and Paediatric Hospital (DGOPH), Contracting Authority, is launching for the Douala Gynaeco-Obstetric and Paediatric Hospital (DGOPH), an Open National Invitation to tender in emergency for the furniture and installing the mobility for the staff.

The service mentioned in this contract include: the supply and installation of furniture for the staff.

The projected cost of acquisition after preliminary studies is 30, 000, 000 (thirty million) FCFA;

The tender file could be obtained from the Public Contract Service of the Douala Gynaeco-Obstetric and Paediatric Hospital (DGOPH), PO Box: 7 270 Douala tel:233 504 300/233 504 309,¶¶ upon publication of this notice against presentation of a receipt showing payment of a nonrefundable sum of fifty thousand (50 000) CFA francs, in the CAS-ARMP account n° 33 59 88 00001-89 opened for this purpose by the Public contracts Regulatory Agency (PCRA), at BICEC agencies found in all the regional headquarters of Cameroon. ¶This receipt will have to identify the payer as representative of the Company or Consortium desiring to tender.

10.Delai de Livraison New(Additif)

The maximum time limit for carrying out the services, subject of this call for tenders, is forty-five (45) days from the date of notification from the service order to begin the services.

11.Cautionnement Provisoire New(Additif)

Each bidder must attach to his administrative documents, a bid bond established by a bank of first order or an insurance company approved by the Ministry in charge of finance whose list appears in part 10 of the tender file, of an amount of :600 000 (six hundred thousand) CFA Francs; and valid for thirty (30) days from the original date of validity of the offer.

12.Recevabilité des Offres New(Additif)

To avoid rejection, the administrative documents required, must be produced in originals or certified true copies issued by a competent administrative authority (Senior Divisional Officer, Divisional Officer…) in accordance with the Special Conditions of the invitation to tender. 

They must not be older than three (03) months from the original date of submission of bids or must not have been established after the signing of the tender notice. 

Any incomplete offer in accordance with the regulations of the Tender file shall be declared inadmissible. In particular the absence of a bid bond issued by a well acclaimed bank or insurance company approved by the Ministry of Finance.

13.Ouverture des Plis New(Additif)

The opening of the bids will be done in one phase.

The opening of the administrative technical, and financial documents will take place on the 10/08/2023 at 1 p.m. prompt, local time by the Internal Tenders board for the award of public contracts of the Douala Gynaeco-Obstetric and Paediatric Hospital, in the conference room of the aforementioned Hospital. 

¶Bidders only are permitted to attend this session, or be duly represented by a person of their choice who at least have a perfect knowledge of their offers.

Eliminatory criteria

They include:

  • False declaration or falsification of document ;
  • Incomplete administratie file or non-compliance of a document after the 48-hour period ;
  • Absence of the bid bond during during the counting session ;
  • Absence of the manufacturer’s brochures (carpenter or other) with all the detailed descriptions of the furniture offered (desks, armchairs, storage furniture) in color in the original ;
  • Description of supplies unsigned initialed undated and sealed on the last page
  • The CCAP not initialed on each page, not signed  dated and unsealed at the last page;
  • The cost and quantity estimation not initialed on each page, not signed  dated and unsealed at the last page;
  • Non-compliance with at least 4/5 of the essential criteria ;

15.Attribution New(Additif)

The Contracting authority will award the Contract to the Bidder whose offer shall conform essentially to the Tender Documents and shall have the technical and financial capabilities required for the satisfactory execution of the contract and whose offer would be evaluated as the best, including where necessary the proposed discounts.

16.Durée Validité des Offres New(Additif)

The offer remain valid for ninety (90) days from the final date of submission.
