Within the framework of the execution of the Investment Budget of the municipality, for the period 2023, the Mayor of Douala 5th, Project Owner, launches an Open National Call for Tenders for THE CONSTRUCTION OF A BOREHOLE IN CERTAIN PUBLIC SCHOOLS IN THE COMMUNE.
The services to be performed are defined in the Description appended to the Call for Tenders file and consist of:

LOT 200: CONSTRUCTION OF A RAISED CASTLE
SET 300: ACCESSORIES
LOT 400: CONNECTION TO THE EXISTING NETWORK
LOT 500: DRILLING
LOT 600: DEVELOPMENT AND PUMPING TEST
LOT 700: DISINFECTION AND SAMPLING FOR ANALYSIS
LOT 800: PUMPING
LOT 900: MISCELLANEOUS
For a budgetary provision of 18,000,000 (Eighteen million CFA francs) per lot. That is 36,000,000 for the two lots.

Participation in this Call for Tenders is open on equal terms to Cameroonian companies specializing in defined services, in compliance with the regulations in force, and possessing the required administrative, technical and financial capacities. The participation of companies in a consortium or subcontracting is allowed in accordance with the regulations in force.
The services covered by this consultation are financed by the budget of the Commune Fiscal Year 2023, for a budgetary provision of 18,000,000 (Eighteen million CFA francs) per lot. That is 36,000,000 for the two lots.

The tenderer must produce his offer in nine (09) copies, therefore one (01) original and eight (08) copies;

The execution period provided by the Project Owner, Contracting Authority for the execution of the works is three (03) months from the date of notification of the work start-up service order.
Each bidder must attach to his administrative documents, under penalty of rejection of his bid, a bid bond of a minimum amount of 360,000 FCFA (three hundred sixty thousand CFA francs) For each lot established according to the model indicated in the DAO,
by a first-class banking institution or insurance company approved by the Ministry in charge of finance, and valid for one hundred and twenty (120) days beyond the initial date of validity of the offers.
Each offer written in French or English must reach the Town Hall of Douala 5 on the third floor of the head office building door 309 no later than 16/08/2023 at 12 a.m. The required administrative documents must imperatively be produced in originals or copies certified true by any competent authority in accordance with the stipulations of the Special Regulations of the Call for Tenders.

Any incomplete bid in accordance with the requirements of the Call for Tenders Dossier will be declared inadmissible. Bids will be opened in one time
The opening of tenders will take place on 16/08/2023 at 1 p.m. by the Internal Commission for Public Procurement of the Douala 5th Commune in the meeting room of the headquarters building of the Town Hall.
Only bidders may attend this opening session or be represented by a duly authorized person of their choice.
It is mandatory to read any discounts indicated in article 25.3 of the RGAO, in the same forms as those of the financial bid and all the elements mentioned.
The tenderer must take all necessary measures to be validly represented at the opening sessions, in order to validly defend his file and his rights.
The assessment of the offers will be made at the triple administrative, technical and financial level according to the binary mode (YES/NO).
Specific eliminatory criteria:
Any offer that does not comply with the requirements of the Call for Tenders Dossier will be declared inadmissible, in particular:
• Absence of the bid bond at the opening
• Technical score less than or equal to 75% of the essential criteria
• False statement or falsified document; part substitution
• Absence of a quantified unit price in the BPU (financial offer) in the quote and in the price sub-detail.
• Administrative document(s) non-compliant and not regularized within 48 hours after the counting.
• The absence of a sworn statement of non-abandonment of a public contract over the last 03 (three) years and non-presence on the list of the directory of suspended companies of the ARMP.
12-2. Essential criteria
The criteria relating to the qualification of candidates will relate to:
1) Presentation of the offer,
2) The detailed site visit report signed on honor accompanied by a photographic report.
3) Turnover and financial capacity
4) Company references
5) The availability of logistical means;
6) The experience of the supervisory staff
7) Proof of acceptance of the market conditions: CCAP and CCTP initialed on all pages, signed and dated on the last page by the company's general manager.

Financial evaluation conditions
At the end of the technical evaluation, the Financial Offers of the tenderers who have not been eliminated during the technical evaluation, will be evaluated.
Financial evaluation
The evaluation of the financial offer will be based on the corrected amount of the Offeror's Offer. It will consist of analyzing the consistency of prices, as well as checking the calculations and all the related requirements.
The Contracting Authority will award the Contract to the Tenderer whose tender has been recognized as essentially compliant with the Tender Documents and who has the technical and financial capacities required to perform the Contract satisfactorily and whose tender was evaluated as the lowest price including, where applicable, the proposed discounts.
Tenderers remain committed to their tenders for ninety (90) days from the deadline set for the submission of tenders.
