1.Objet New(Additif)

The General Manager of the National Agency for Information and Communication Technologies (ANTIC), Contracting Authority, launches an Open National Invitation to Tenders for the supply of the year 2018 Diaries for the 2017 Financial Year.

2.Consistance des prestations New(Additif)

The services, subject of this Invitation to Tenders comprises notably of: designing, layout, production, transportation, supply, and reception of 1000 (one thousand) diaries.

This Tender is open on equal terms to Cameroonian-based enterprises operating under Cameroon’s law, with sufficient experience in the delivery of such services.

Interested enterprises are hereby invited to submit their bids, with genuine information that should lead to the determination of a bidder after a thorough and objective assessment of tender files.

6.Financement New(Additif)

The services, subject of this Invitation to Tenders, shall be financed by ANTIC’s 2017 budget; Line 612 082, with an estimated cost (taxes inclusive) of CFAF 17 500 000 (seventeen million, five hundred thousand FCFA)

The Tender File can be consulted during working hours, at ANTIC’s Head Office, Department of General Affairs, Ekoudou Bastos-Yaounde opposite the Canadian High Commission, PO Box: 6170, Phone: 6 94 40 58 68,

8.Acquisition du Dossier New(Additif)

The Tender File may be obtained during working hours from (7.30 a.m. to 3.30p.m.),  at ANTIC's Head Office, Department of General Affairs, Ekoudou - Bastos, Yaounde opposite the Canadian High Commission as from the publication of this notice, upon presentation of a receipt attesting to the payment of CFAF 50 000   (Fifty thousand) , as file acquisition fees to BICEC’s CAS ARMP Special Account” in all the branches of BICEC. This receipt should identify the service provider participating in the bid and a copy shall be submitted at the venue of the withdrawal of the Tender file.

 Presentation of bids:

The files constituting the offer shall be divided in three volumes as described hereinafter and contained in a closed and sealed envelope as follows:

  • Envelope A, containing Administrative documents (Volume 1);
  • Envelope B, containing the technical bid (Volume 2);
  • Envelope C, containing the financial bid (Volume 3).

The bids presented as such shall be placed in an ordinary envelope, closed and sealed bearing only the title of the Invitation to Tenders. Different documents of each bid will be numbered in the order of the tender file and separated with inserts of the same colour.

9.Remises des offres New(Additif)

Each tender drafted in English or French in 6 (six) copies, that is 1 (one) original and 5 (five) duplicates, labelled as such, should be forwarded to ANTIC’s Head Office, Department of General Affairs opposite the Canadian High Commission, Bastos- Yaounde, latest 27 April, 2017 at 12.00 noon local time, and shall be labelled as follows:

10.Delai de Livraison New(Additif)

The delivery time limit provided for by the Project Owner, shall be 45 (forty five) calendar days. This delay takes into account weather fluctuations as well as other constraints as from the date of notification of the Service Order.

11.Cautionnement Provisoire New(Additif)

12.Recevabilité des Offres New(Additif)

Bids submitted after the deadline shall not be received.

Under penalty of rejection, every bidder shall attach to each administrative copies, a bid bond of FCFA 350 000 issued by a first rate bank approved by the Ministry in charge of Finance, the list of which is contained in document No. 11 of the Tender file and shall be valid for (30) days extending beyond the original tenders validity date.

Any bid not in conformity with the mode of separation of financial offers from administrative documents shall be rejected.

Other administrative documents required shall be produced in originals or true copies certified either by the issuing service or a competent administrative authority, in conformity with the Special Tenders Regulation. They must be dated less than 3 (three) months preceding the date of submission of bids or have been established after the date of signature of the Invitation to Tenders.

Any bid not compliant with the prescription of the Tender File shall be declared inadmissible. In particular, the absence of a bid bond issued by a first rate bank approved by the Ministry in charge of Finance or the non-compliance with the format of tender documents shall lead to rejection of tenders.

 

13.Ouverture des Plis New(Additif)

The bids shall be opened in 1 (one) phase as follows:

-           The opening of Bids shall take place on 27 April 2017 at 1 p.m., local time by ANTIC’s Internal Tender Committee, which shall seat at ANTIC’s second conference hall on the first floor at the Head Office.

-    Financial offers of bidders with a score of at least 70% of the sub-criteria and essential criteria No 3 and 4 shall be assessed by the sub-committee.

Only bidders or their duly mandated and well informed representatives can attend the opening session.

Deadline for bidders:

For enterprises willing to participate in the present Invitation to Tenders, the timeframe for their response is fixed at 30 (thirty) calendar days, as from the date of publication of this notification.

14.Critères d'évaluation New(Additif)

13.1 Eliminatory criteria :

a)    Absence or non-compliance of an administrative document as defined by Article 6 of RPOA subject to the stipulations of Circular No 002/CAB/PM of 31 January 2011 relating to Contract systems performance;

b)      Falsified documents or forged declarations;

c)      False declaration;

d)     Absence of a quantified financial offer;

e)      Non-compliant to technical specifications of material to be used;

f)       Absence of a bid bond;

g)      Absence of an attestation of liquidity (Tax inclusive) amount of 10 000 000 (ten million) issued by a bank approved by the MINFI ;

h)      Existence in the list published by MINMAP of enterprises haven abandoned a public contract.

15.Attribution New(Additif)

The General Manager of ANTIC, Contracting Authority, shall award the contract to the lowest bidder who qualifies technically, and is deemed, after verification of prices, to be substantially in conformity with the tender file.

16.Durée Validité des Offres New(Additif)

Bidders shall be bound by their bids for a period of 90 (Ninety) days, with effect from the deadline of submission of the bids.
