One of the major challenges of the Cameroon Government is to make Cameroon become an emerging country in 2035. Thus, any governmental action is driven by the Growth and Employment Strategic Paper (GESP). The Ministry of Economy, Planning and Regional Development for its part has a major role to play according to the missions assigned to him by the Head of State. One of these missions is the implementation of a sustainable governmental policy in the domain of regional development. Indeed, regional development of the centre region is part of what the State is doing to ensure a balance and a harmonious development of the geographic space and that of persons living on it. It is within this wake that the government wants to put in place two essential tools to carry out this policy well.

These tools aimed at elaborating a reliable referential of the socio-economic global environmental situation of a locality which all development stakeholders use to carry out their missions. Their ambition is to define priority axes of intervention capable of generating major projects oriented towards a harmonious planning of a sustainable development of our populations in short, medium and long term.

They also want to highlight the contribution of non-state regional development stakeholders to the socio-economic development of our country which are opportunities to the creation of wealth and employment.

In order to constitute a restricted list of consulting firms or group of consulting firms that will participate to this restricted invitation to tender, the Regional delegate of MINEPAT for the centre region (RD/MINEPAT/centre), launches a national invitation to submit an expression of interest for the pre-shortlisting of consulting firms, enterprises or group of enterprises interested by the study within the following conditions:

The purpose of this Invitation to submit an expression of interest is to short-list Consulting Firms, Enterprises or Group of enterprises that will participate in the restricted national invitation to tender“for the elaboration of regional monograph reports and to follow up regional development stakeholder’s action, centre region.”

 Services to be provided shall consist in :

• For the follow up report of the action regional development stakeholders of the centre region:

­   Make the situation with a diagnostic balancesheet of proactive regional development actors in the centre region.;

­   Bring out  development opportunities that will highlight priority sectors and which are growth carrier and localities regional development strategies.

• For the centre region monograph report the question will be to :

­   Make the situation with a diagnostic balancesheet of the centre region ;

­   Bring out questions and perspectives of sustainable implementation of bording zones ;

­   Identfy the main major projects immediately operational to be  implement in the subdivision.

This Invitation to submit and expression of interest is open to Consulting firms, enterprises or groups of enterprises established in Cameroon with a staff having skills and experience in the following areas:

-      Planning /regionaldevelopment;

-      Geographic information system ;

-      Geography /cartography ;

-      Socio-economy ;

-      Demography ;

-       Follow-up and monitoring of programmes and projects ;

-      Environment.

Services to be provided to this expression of interest are financed by the budgetary chapter 94, investment intervention.

  QUALIFICATION OF CANDIDATES

Eachinterested candidate shall :

-      Be a consulting firm or a group of consulting firms with an experience in the field mentioned above in section III;

-      justify sufficient technical and financial capacities for study realization;

-       Have a  qualified  and competent personnel for the services to be provided;

-      Justify in addition, the mastering of legal instruments in force in the public contracts domain in Cameroon

  COMPOSITION OF THE FILE

Bidders shall submit detailed and clear documents which shall be communicated and checked otherwise they shall be disqualified. The documents shall include:

2.1.    Administrative documents (Envelope A)

Envelope A shall contain the following informations :

-      a letter indicating that the candidate intends to bid for the Restricted National Invitation to Tender in case he is short-listed;

-      address and corporate name of the bidder;

-      group agreement, if applicable;

-      certificate of creditworthiness issued by a high court registrar of the locality where the candidate is established and not older than ninety (90) days;

-      a copy of a valid tax payer card;

-      a copy of a valid business licence;

-      a tax certificate not older than one month;

-      a non-fee certificate;

-      authorization of verification of references; this authorization to be duly signed by the General Manager of the Consulting Firm or Enterprise or the representative of the Group of enterprises shall enable the Contracting Authority to make the necessary verifications so as to make sure that the information concerning the references provided is accurate.

2.2.    Technical file (Envelope B)

Envelope B shall contain the following informations:

-      A technical paper related to the comprehension of the term of references including commentaries and remarks;

-      the list of key personnel (see Annex 1) with copies of diplomas, CV, and an attestation of exclusive contract and availability signed by each expert and the manager of the candidate (see model in Annex 2);

-      references of the Consulting Firm, Enterprise or Group of enterprises for similar contracts executed over the past 10 (ten) years in the following domains;

•   Planning /regionaldevelopment;
•   Socio-economy ;

•   Demography ;
•   Environment ;
•   Geography /cartography ;
•   Geography information system ;
•   Follow-up and monitoring of  programmes and projects ;

 These references should be justified by the following documents:

ü  The copy of the contract bearing the first, second and last page, detail estimates and the page related to the services , then the name of the project owner and the place where the project was executed ;

ü  The photocopy of the acceptance report or the good ending certificate issued by the project owner if the project is achieved and the service order to start works if the project is ongoing.

Only references provided by state structures ( Ministries, Urban councils, parastatal organs, etc) shall be accepted.

-      Balance-sheets and operating statements for the past 03 (three) years;

-      Technical means and materials :  the firms shall  present property justification, the list of technical and material means to be use, notably :

 List of logistic means (vehicles, telephone, fax, internet, etc.) to be put at the disposal of the staff;

 List of materials (cartographic, computer and office, software, etc.) that can be used during the operation;

All the other documents that the bidder shall consider useful.

   CRITERIA FOR THE EVALUATION AND SELECTION OF CONSULTING FIRMS

After the reception of bids, their evaluation shall be evaluated according to the following criteria:

VII.1  Eliminatory criteria 

 Any candidate whose file shall meet at least one of the above-mentioned criteria shall be eliminated.

VII.2 Qualification criteria 

Only candidates who will score at least seventy five (75) out of one hundred (100), shall be short-listed for the Restricted National Invitation to Tender.

I am aware of the fact that I am not authorized to submit my application to any other candidate required within the framework of the above-mentioned assignment. I am fully aware that if I do so behave, I will be excluded from the tender procedure, that offers may be rejected and that I may also be excluded from any other tender and contract procedure funded by the PIB of the State of Cameroon.

Besides, in case this offer is retained, I am fully aware that in case of unavailability at the date slated for the commencement of services for reasons outside illness or force majeure, I may be excluded from any other tender and contract procedure funded under the PIB of the State of Cameroon and that the notification to award the contract to may be declared null and void.
