As part of the development of its infrastructure and the improvement of the working conditions of municipal staff, the Mayor of the Municipality of Maga is launching a Restricted National Call for Tenders for the project management of the construction work of the Town Hall of the Municipality of Maga.

The services covered by this Call for Tenders include in particular:

- Mission 1 DET: Directorate for the Execution of Works Contracts;

- Mission 2 CCR: Control of Compliance of Achievements;

- Mission 3 AOR: Assistance to Reception Operations.

The estimated cost of this service is eighteen million (18,000,000) CFA francs including tax.

The work is divided into a single lot.

Participation in this call for tenders is open on equal terms to BETs or groups of companies under Cameroonian law, with proven experience in the control and supervision of construction works on civil engineering infrastructures.

By this Invitation to Tender, interested BETs are invited to provide in their offers, authentic information which will enable those able to carry out the work to be selected after a thorough and objective evaluation of their files.

The work, subject of this open Call for Tenders, is financed by the FEICOM Budget, financial year 2023 and following.

The Tender File can be consulted by each of the companies invited to tender, upon submission of acknowledgment of receipt to the General Secretariat of the Municipality of Maga during working hours, upon publication of this notice.

The Tender Document can be obtained during working hours in the services of the Municipality of Maga, upon publication of this notice, against payment of a non-refundable sum of Forty thousand (40,000) CFA francs, payable to the Municipal Revenue of the Municipality of Maga.

Offers written in French or English in seven (07) copies including one (01) original and six (06) copies marked as such, will be submitted in a closed envelope against receipt to the services of the Municipality of Maga, no later than 09/26/2023 at 10 a.m. local time and must bear the following mention:

Offers received after the deadlines for submission of offers will not be received.

Nb: in addition to the number of copies of the financial offer required by the specific tender regulations, the bidder is required to present a copy of this financial offer in a separate envelope sealed and marked as such to serve as sample offer.

The maximum period provided by the Project Manager for carrying out the work covered by this Call for Tenders is thirteen (13) months from the date of notification of the service order to begin the services.

Under penalty of rejection, each bidder must attach to their administrative documents, a bid bond established by a first-class bank or any other organization approved by the Ministry of Finance and listed in Exhibit 11 of the DAO of a amount equal to three hundred and sixty thousand six (360,000) CFA francs, valid for thirty (30) days, beyond the deadline for validity of the offers.

Under penalty of rejection, the required administrative file documents must be produced in originals or certified true copies by the issuing service or a competent authority, in accordance with the stipulations of the Special Regulations of the Call for Tenders.

They must necessarily date from less than three (03) months preceding the original date of submission of tenders or have been drawn up after the date of signature of the Notice of Call for Tenders.

Any incomplete offer in accordance with the requirements of the Call for Tender Documents will be declared inadmissible. In particular the absence of the bid bond issued by a first-rate bank or any other organization approved by the Ministry of Finance.

The opening of the bids, which will be done in two stages, the opening of the administrative and technical offers will take place firstly, followed in a second stage by that of the financial offers of the bidders having obtained the minimum required technical score of seventy (70) points out of one hundred (100).

The opening of administrative documents and technical offers will take place on 09/26/2023 at 11 a.m. local time by the Internal Procurement Commission (CIPM) of the Municipality of Maga, located in the premises of the Maga Town Hall .

Only bidders may attend this opening session or be represented by a duly authorized person of their choice.

Main elimination criteria:

Administrative documents

• Absence of the submission bond;

• False declaration or falsified document;

• Non-compliance or Absence after 48 hours of a document from the administrative file

Technical offer

• False declaration or falsified document

• Technical score below the required minimum threshold of 70/100,

• Absence of the declaration on honor by which the bidder declares not to have abandoned any contract over the last three (03) years and that it is not on the list of suspended companies.

Financial offer

• Incomplete offer (absence of the unit price schedule and the quantitative and estimated quote)

• Absence of a quantified unit price in the unit price schedule and the quantitative and estimated estimate

• Absence or inconsistency of a sub-detail of unit prices

• Submission template non-compliance

Essential Criteria

The criteria relating to the qualification of candidates will relate to:

The number of points awarded for each evaluation criterion and sub-criterion is as follows:

- qualification and experience of staff 30 points;

- logistical and material means 20 points;

- financial capacity 10 points;

- justified references for similar services 20 points;

- understanding of the mission and presentation of the methodology, timetable and organization of work 10 points;

- consultant's suggestions 05 points;

- general presentation of the offer 05 points.

The minimum technical score (ST) required is 70 points/100

At the end of the examination of the administrative and technical offers, only the financial offers of bidders who have presented a compliant administrative file and obtained a technical score greater than or equal to 70 points out of 100 will be analyzed.

The consultant will be chosen by the quality-cost selection method, in accordance with the procedures described in this Tender Document.

Bidders remain committed to their offer for ninety (90) days from the deadline set for submission of offers.
