Within the frame work of the Public Investment Budget from MINADER for the 2023 financial year and taking into consideration reference action 5 titled Improving the working environment in MIDENO and her objective to attain operational efficiency of the North West Development Authority, (MIDENO) hereby launches an Open National Invitation to tender through emergency procedure for the construction of an open hangar for the management of heavy duty equipment pool at RDC Nkwen, the construction of part of the fence an a security booth at the MIDENO Head Office Bamenda, the construction of a potato seed store house and repair of roof of the adjacent warehouse at the Trial and Demonstration Centre (TDC) Santa and the construction of an ultra-modern coffee shop for NWCA Ltd.
Les travaux comprennent notamment :
Lot 1: The construction of an open hangar for the management of heavy duty equipment at TDC Nkwen
Specific Objectives
- Construct an open hanger for the protection of our equipment from rain and sun which could cause some damage to the equipment.
- Cut down cost of repairs

To construct an open hanger at the RDC Nkwen closed hanger at mile 6 Nkwen Bamenda for the management of heavy duty equipment
Lot 2: The construction of the fence with metallic gate and a security booth of the MIDENO Head Office in Bamenda
Specific Objectives
The expected result will be the re-construction in front of MIDENO head office Bamenda with the following specifications;
- Ø 70m long fence constituted of a stone masonry foundation at the sub-structure, a masonry block wall completed above with metallic grill above the foundation, with reinforced concrete columns place at uniform intervals, then braced with horizontal reinforced concrete beams
- Ø metallic gate of 5.5m of opening and 2.5m high to control access
- Ø security booth near the gate
- Ø lighting of the fence
Lot 3: The construction of a potato seed store house and repair of roof of the adjacent warehouse in TDC Santa
Specific Objectives
The expected result will be the construction of a potatoes seed store house and repair of roof of the adjacent warehouse in TDC Santa which will comprise of ;
- Erecting a storehouse of length 19.10m, with 8.30m and height 3.50m (head room), equipped with wooden drying bans and a ware in channel for the main entrance
- Rehabilitating the part damaged roof of the adjacent warehouse with same tolebac as covering sheet.
Lot 4: The construction of an ultra-moden coffee shop for NWCA Ltd Bamenda
Specific Objective:
To construct an ultra-modern Kola Coffee shop at Up-Station Bamenda aimed at improving on the marketing and consumption of the brand.

Lot 2 : Dix huit million trois cent trente sept milles (18,337,963) fcfa

Participation in this invitation to tender is open to registered qualified contractors of the Republic of Cameroon with financial ability, technical and professional expertise in the same or similar works with at least three (3) years working experience.

The bids produced in three (03) volumes shall be enclosed in three sealed envelopes and put in one (1) bigger envelope
- Envelope A containing the administrative documents ( Volume 1)

The offers or the bids submitted after the stipulated deadline shall not be received.
The maximum execution deadline provided for by the Project Owner for the execution of the works expected in each lot shall be as follows:
Lot 1: Six (06) months, including the rainy season and other natural occurrence, with effect from the date of notification of the service order to start work.
Lot 2: Four (04) months, including the rainy season and other natural occurrence, with effect from the date of notification of the service order to start work.
Lot 3: Six (06) months, including the rainy season and other natural occurrence, with effect from the date of notification of the service order to start work.
Lot 4: Four (04) months, including the rainy season and other natural occurrence, with effect from the date of notification of the service order to start work.
Each bidder must include in his Administrative Documents, a bid bond issued by a first rate-bank approved by the Ministry in charge of Finance featuring on the list in document 12 of the tender file of an amount of:
Lot 1: Nine hundred and ninety six thousand (996,000) FCFA and valid for thirty (30) days beyond the validity of the bids.
Lot 2:Three hundred and sixty seven thousand (367,000) FCFA and valid for thirty (30) days beyond the validity of the bids.
Lot 3:Four hundred and one thousand (401,000) FCFA and valid for thirty (30) days beyond the validity of the bids.
Lot 4:Seven hundred thousand (700,000) FCFA and valid for thirty (30) days beyond the validity of the bids.
To avoid the risk of being rejected, only originals or certified true copies should be signed by the competent authorities, i.e. the issuing service and/or official or administrative authorities (Senior Divisional Officers, Divisional Officers, Bank Officials, and Taxation Officials etc.). The administrative documents required, including the bid bond, must imperatively be produced in accordance with the Special Conditions of the invitation to tender. They must obligatorily not be older than three (3) months or must not be produced after the submission of the bids.
Any complete bid not in conformity with the prescriptions of this notice and tender file shall be declared inadmissible. Especially the absence of a bid bond issued by a first-rate bank approved by the Ministry in charge of Finance.
The opening of the bids (Administrative documents, Technical and financial proposals) in one phase shall be done on the 29 Semptember 2023 at 11:00am local time by the Internal Tenders Board of MIDENO in the MIDENO Conference Room at the Project management Office.
Only bidders may attend or be duly represented by a person of their choice with a written authorisation and who has full knowledge of the file.
