Within the framework of PUBLIC INVESTMENT BUDGET 2017 the Mayor Bangem Council, Contracting Authority hereby launches an Open National Invitation to Tender No. 001/ ONIT / BANGEM COUNCIL/ TB / 2017 OF 03/03/2017 FOR THE SUPPLY OF EQUIPMENT WITH MEDICAL APPARATUS IN SOME INTEGRATED HEALTH CENTRES WITHIN BANGEM MUNICIPALITY

The supply comprise notably the output of the preliminary studies carried out and the detailed information provided in the technical specifications

The estimated cost after preliminary studies is:

• LOT 01; 8,000,000FCFA
• LOT 02; 8,000,000FCFA

The Supplies are divided into two lots;

• LOT 01; SUPPLY OF EQUIPMENT WITH MEDICAL APPARATUS IN IHC MUABI
• LOT 02; SUPPLY OF EQUIPMENT WITH MEDICAL APPARATUS AT IHC MBAT

Participation in this invitation to tender is open to duly legalised Cameroonian enterprises that fulfil the requirements of this invitation to tender

Supplies which form the subject of this invitation to tender shall be financed by the Public investment Budget of the 2017 financial year, budget head No;

The maximum deadline provided by the Project Owner or Delegated Contracting Authority for the execution of the works forming the subject of this invitation to tender is 03 months.

Each bidder must include in his administrative documents, a bid bond issued by a first­rate banking establishment approved by the Ministry in charge of finance and whose list is found in document No. 12 of the Tender File, of an amount

• LOT 01; 160,000FCFA
• LOT 02; 160,000FCFA

It is 2 percent of the estimated amount, ail taxes inclusive, and with a validity period of ninety [90] days from the date the bids are opened

Under penalty of being rejected, only originals or true copies certified by the issuing service or administrative authorities (Senior Divisional Officer, Divisional Officers) must imperatively be produced in accordante with the Special Regulations of the invitation to tender.

They must obligatorily be not older than three (3) months preceding the date of submission of bids or may be established after the signature of the tender notice

Any bid not in compliance with the prescriptions of the Tender File shah be declared inadmissible. This refers especially to the absence of a bid bond issued by a first-rate bank approved by the Minister in charge of Finance..

The bids shah be opened in a single phase on 21/03/2017 at 11 a.m local time by the Tender Board of the Contracting Authority in the Main Hall of the Bangem Council Only bidders may attend or be represented by a duly mandated person having full knowledge of the file

ELIMINATORY CRITERIA

Bids shah be rejected when:

• Absence of bid bond or any administrative document
• False declaration or forged document
• Non compliance with major technical spécifications
• Absence of quantified unit price
• Non compliance with the model bid.

ESSENTIAL CRITERIA

Indicatively, the criteria related to the qualification of candidates will be on:

NB. The marking scale for offers by award of points is banned in favour of the binary method [Yes or No]

The con tract shall be awarded to the qualified bidder with the Iowest financial offer

Bidders will remain committed to their bids for 90 days from the deadline set for the submission of bids.
