Within the framework of the Public Investment Budget 2017, the Mayor Bangem Council, the Contracting Authority hereby launches request Open National Invitation to Tender :FOR THE CONSTRUCTION OF A PASTORAL BORE HOLE WITH SOLAR ENERGY AT MUANENGUBA,

The works comprise the output of the preliminary studies carried out and the detailed information provided in the technical specifications

The estimated cost atter preliminary studies is 20.000.000FCFA.

Is opened to duly legalized Cameroonian enterprises that fulfill the requirements of this invitation to tender

SITE VISIT: It is important for all bidders to visit the site before tendering

The works which form the subject of this invitation to tender shall be financed by PIB of the 2017 financial year, Budget Head N° 51 31406 06 641908 2811 951

lnterested eligible bidders may obtain further information during working hours as from the date of publication of this tender notice, at the General Secretariat of Bangem Council during working hours from 7.30a m-3.00 im

The complete tender file may be obtained from the office of the Secretary General Bangem Council Bangem upon presentation of a treasury receipt attesting the payment of a non refundable sum of 35.000 FCFA at the Bangem Council Treasury.

Each bid drafted in English or French in seven (7) copies including the original and six (6) copies marked as such, should reach the General Secretariat not later than 21/03/2017at 10 a.m and labelled;

The maximum deadline provided by the Project Owner or Delegated Contracting Authority for the execution of the works forming the subject of this invitation to tender is 03 months.

Each bidder must include in his/her administrative documents a bid bond issued by a first rate bank approved by the Ministry in charge of Finance and recognized by COBAC featuring on the Iist in Document 12 of this tender file of an amount of 400.0000FCFA

Under penalty of being rejected, only originals or true copies certified by the issuing service or administrative authorities (Senior Divisional Officer, Divisional Officers) must imperatively be produced in accordante with the Special Regulations of the invitation to tender.

They must obligatorily be not older than three (3) months preceding the date of submission of bids or may be established after the signature of the tender notice

Any bid not in compliance with the prescriptions of the Tender File shah be declared inadmissible. This refers especially to the absence of a bid bond issued by a first-rate bank approved by the Minister in charge of Finance..

The bids shah be opened in a single phase on 21/03/2017 at 11 a.m local time by the Tender Board of the Contracting Authority in the Main Hall of the Bangem Council Only bidders may attend or be represented by a duly mandated person having full knowledge of the file

ELIMINATORY CRITERIA

Bids shall be rejected when:

• Absence of bid bond ir any administrative document
• Falsez declaration or forget document
• Absence of qualified unit price

ESSENTIAL CRITERIA

lndicatively. the criteria related to the qualification of candidates will be on.

• Turnover at least 15. 000 000 FCFA yes or no
• Access to Credit or other financial source yes or no
• Enterprise's references yes or no
• Availability of material and essential equipement yes or no
• Experience of supervisory staff yes or no
• The enterprise is not currently executing last year's projet yes or no
• records of previous projets yes or no
• The entreprise proof it has 50% of the offer to execute the contract yes or no

NB: The marking scale for offers by award of points is banned in favor of the binary method (yes or no) 

The contract shall be awarded to the qualified bidder with the lowest offer. NB. The lowest bidder may not necessarily be selected as the Contracting Authority expects the best two bidders to be forwarded to him for final selection

Bidders shall be bound by their bids for a period of "30 days with effect from the datç of opening of bids ,
