Within the framework of the FEICOM/Konye Council lnvestment Budget 2017, the Lord Mayor fier Konyc Council, Contracting Authority, hereby through loan from FEICOM launches an Open National Invitation to Tender FOR THE CONSTRUCTION OF A GUEST COMPLEX BEHIND KONYE COUNCIL CHAMBERS IN KONYE TOWN-KONYE SUB DIVISION The works comprise the preliminary studies carried out and the detailed information provided in the technical spécification.

• The works comprise of but not limited to the following;
• Preparatory works; 
• Metallic/Wood/Aluminium works
• Earth works;
• Tiling
• Foundation works;  
• Electricity works;
• Masonery/Elevation;
• Painting works;
• Carpentry, roofing and ceiling works;      
• External drainage works (VRI));
• Plumbing and Sanitary installations
• Equipments

The provisionalcost of this project is 261,682,243

The tender is open to duly legalized Cameroonian enterprises that fulfil the requirements of this invitation to tender.

The works which form the subject of this invitation to tender shall be financed by Konye Council via funds from FEICOM of the 2017 financial year Budget I lead N^° 140-120

The complete  tender file may be obtained from the Service of award of Contracts, Konye Council Chambers  upon presentation of a treasury receipt attesting to the payment of a non-refundable sum of  One Hundred Thousand (100 000)FCFA, at the Council Treasury.

PRESENETATION OF OFFER :

The documents constituting the offer shall be in three volumes sealed in one envelope As described below

The two envelopes pre-cited above shall be sealed in a third envelope carrying uniquely the Subject of the current offer

Each bid draft in English or French in Seven (07) copies including one (01) original and six (06) photocopies marked as such should reach the Service of award of Contracts, Konye Council Chambers, not later than 22/03/2017 at 11 am, local time three (03) distinct envelops whish shall be labelled as follows:

Bach bidder must include in his/her administrative documents a bid bond issued by a first rate hank approved hy the Ministry in charge of finance and rece*nized by COI3AC (Commission Hanqaire pour l'Afrique Centrale) featuring on the list in Document 12 of the 'tender file of an arnount of Five Million Two Hundred and Thirty Three Thousand Six eitindred and Forty Five Francs (5,233,645) CFA with a validity period of Ninety (90) days from the date the bids are opened. This hid shah be addressed to the Mayor of Konye Council. Under pain of rejection, the required administrative documents must he imperatively produced as original documents or photocopies certificed as authentic by the issuing authority, in accordance with the Special Regulations of the Invitation to Tender, within the fast three months, otherwise they shall not be accepted.

Any hid not in compliance with the specifications of this tender notice and file shall be declared inadmissible. Notahly, the absence of the hid bond issued hy a first rate bank approved hy the Ministry in charge of finance or its non-compliance with the model documents of the tender file shah lead to outright rejection of the bic without any possibility of appeal.

The bids shah be opened in a single (01) phase on the   22/03/2017 at 12 noon,
local Lime by the Tender Board of the Contracting Authority in the Conference I lall of the Konye council chambers, in the presence of independent observer and the bidders or duly authorized representatives having full knowledge of the file (power of attorney).

Any hid not meeting with the requirements of the Tender File will he declared inadmissible. The eliminatory criteria arc identificd as follows:
