The tender concerns the control and monitoring for the construction of the municipal hostel of Manjo.

Cocontractorshall:

• Monitor and control the works;
• Propose for the signature of the Service Head for Contracts Notices to Proceed necessary for the proper execution of the works;
• Ensure the quality and implementation of environment protection measures;
• Ensure the drawing of verification plans.

The works of the successful contractor shah be defined in detail in the Ternis of Reference.

Participation in this tender shall be open on equal conditions to Cameroon-law contractons with proven experience in the field of building construction and civil engineering in general.

Works under this tender shall be financed by the FEICOM and Manjo Council Budget for the 2020 Financial Year, for an estimated cost of Nineteen million, one hundred and sixty-four thousand six hundred (19 164 600) CFA francs.

The tender documents may be consulted during working hours at Secretariat General of Manjo Council.

Tender documents may be obtained at the Secretariat General of Manjo Council, upon presentation of a receipt of payment into the Manjo council Recette municipal of a non-refundable fee of twenty thousand (20 000) CFA F.
The said receipt shah identify the payer as representing a consulting firm or joint-venture willing to participate in the tender.

Drafted in English or French and in septuplicate (7) including one (1) original and six (6) copieslabeled as such,tendersshall be submitted in a sealed envelope and against a receipt at the Delegate of Public Contracts, no I ater than 13/10/2023 at 1 a.m., local Lime. They shah bear the following:

Presentation of offers
Tenders shall be divided into three volumes and submitted in a double envelope as follows:

• Envelope A containing the administrative documents (volume 1) and the technical proposai (volume 2),
• Envelope B containing the financial offer (volume 3).

All the constituent documents (envelopes A and B) shall be enclosed in a large and sealed outer envelope bearing only the subject of the tender concerned.
The different documents of each tender shah be numbered in keeping with the order indicated in the tender file and separated by color dividers.

The overall execution timeframe shall be seven (07) months calendar months, including the rainy periods, ail weather vagaries and varions suggestions, with effect from the date of notification of the Notice to Proceed.

Tendersshall include a provisional guarantee, issued in keeping with the tender model by a first class banking institution approved by the Minister in charge of finance. The amount shah stand at Three hundred and eighty‑three thousand and two hundred and nineteen two (383 292) CFA F The provisional guarantee shall be valid for a period of one hundred and twenty (120) days with effect from the tender-submission deadline.
The absence of the provisional guarantee in an offer shah lead to rejection celle tender.
The provisional guarantees of unsuccessful tenderers shah be released automatically at most thirty (30) days with effect from the expiration of the tender validity. That of the successful tenderer shah be released alter the constitution of the definitive guarantee.
Ordinary or certified cheques shah not be accepted as provisional guarantees.

Tendersnot respecting the separation mode of the financial offer from the administrative documents and the technical proposalsshall be rejected.
Any tender not in keeping with the requirements of the tender file, especially the absence of the provisional guarantee, issued in keeping with the tender mode' by a first class banking institution approved by the ministry in charge of finance and valid for a period of thirty (30) days with effect from the tender-validity deadline shall be rejected.
Lest they be rejected, shall be submitted only originals or nue copies of the relevant administrative documents, certified by the issuing service in keeping with the tender requirements.
They must date less than three (3) months old with effect from the initial tender-submission deadline.
Application deadline
Interested tenderers shall have twenty-one (21) days to apply.

Tenders shah' be opened on 13/10/2023  at 12 .a.m., in the meeting room of the Ministry of Public Contracts in the presence of tenderers.
Only tenderers may attend the opening session or each have themselves represented by one person of their choice (event in the event of a joint-venture) with sound knowledge of their files.

Essential criteria
The technical proposais shall be evaluated as per the following essential criteria:
- Qualification of experts for the works out of 50 points; Experience of consulting firm out of 30 points;
- Technical resources and equipment out of 20 points;
Only the financial offers of administratively compliant documents having scored a
Technical mark of at least 70 out of 100 points shah be evaluated.

Financial offers
Each financial offer shah be evaluated according to the following formula:
NFi = MMD x 100
                MS
With NFi = Financial mark, MMD = Lowest bidder's amount, MS = Tenderer's

evaluated amount
The final mark (NF) of each tender shah be calculated as follows:
NF= Nt x 60 + N.1,7 x 40

With NF= Final mark; Nt = Technical mark

The Contracting Authority shah award the contract to the tenderer with the lowest bid that is the tender deemed to be essentially in keeping with the tender file and having scored the highest final mark (NF).
The Contracting Authority may reject abnormally low bids on conditions that the candidate has been requested to provide justifications which have been deemed unacceptable.
After the examination of offers, a contract shah be signed between the Delegate of Public Contract, Contracting Authority and the successful tendered.

Tenderers shah be bound by their tenders for a period of ninety (90) days with effect from the tender-submission deadline.
