The Director of National Printing Press launches an Invitation to tender International Public in emergency procedure for the acquisition of one (01) sharpening machine of blades of massicot with accessories ¶to NATIONAL PRINTING PRESS, in a single batch.

The financing is ensured by the clean budget of National Printing Press, 2017 for an estimated budget of twenty millions (20 000 000) francs CFA including all taxes.

The service object of this invitation to tender will be delivered in position of walk to the seat of National Printing Press in Yaoundé if behind the old Presidency of the Republic, within:¶

53 (fifty three) days for the supply of the equipment as from the date of notification about service to begin the services;¶

25 (twenty five) days for the start-up including, the staff training operational tests to NATIONAL PRINTING PRESS.

Each tenderer will have to join to his administrative parts a banking bid bond of an amount equal to three hundred fifty thousand (350 000) fcfa, or their equivalent in the currency of tender, established by a bank of first order being reproduced on the list of the banking houses or financial organizations counsel by the Ministry for Finances, to emit the guarantees within the framework of the public markets in accordance with the rules Publics.¶  The list of these banks is in appendix of this file. ¶The foreign banks which will deliver bid bonds within the framework of this invitation to tender must have correspondents in the network of the local banks of first order.¶

¶The absence of the original specimen of the bid bond or the insufficiency of the amount of the guarantee will involve the pure and simple rejection offer during the examination without any recourse.¶

¶The opening of the folds will be done in a time and will take place the 18/04/2017 with 12 hours, standard time by the Internal Procurement Commission of the National Printing Press of Cameroun, in the room of Conference of the National Printing Press of Cameroun, located behind the old presidential palace, Tel.:¶(237) 243 52 22 22;¶(237) 677 52 38 23.¶

¶The meeting of opening of the folds is not public. ¶Only the tenderers will be able to attend this meeting or there to be made represent by a person of their choice duly elected having a good knowledge of the file.¶

For the final comparison of the offers, the criteria hereafter will be taken into account:¶

11.1 Eliminatory criteria:¶

•          Absence of an administrative part;¶

•          Falsified misrepresentations or and parts;¶

•          Nonconformity with 100% of the design features of the supply on the basis of chart emanating from the manufacturer.¶

•          Absence of the authorization of the manufacturer or the approval of distributors delivered by the manufacturer.¶

•     Absence of leaflet and charts emanating from the manufacturer and describing the supplies suggested;¶

•          Absence of the spare parts by machine;¶

•          Guarantee (at least a year);¶

•          Not to have validated at least three (03) of the five (05) essential criteria.

11.2 Essential criteria:¶

•          Presentation of the offer;¶

•          References of the tenderer (To justify at least two deliveries of similar supplies during five last years).¶

•          Delivery period (Respect of the times of the CAD).¶

•          Proof of acceptance of the market rates (CCAP and initialed and signed CCTP) ¶

•          Reference of the engineer of start-up.¶

The evaluation of these criteria will be done in a purely positive way (yes) or negative (not).

11.3 Financial evaluation ¶

Only the price quotation of the tenderers retained at the end of the examination of the eliminatory and essential criteria will be taken into account for the continuation of the analysis.¶

Only the prices in all letters of the unit price schedule are taken.

The contract will be awarded to the tenderer whose offer is with the lowest offer and who satisfied all the eliminatory criteria.¶

It is specified with the tenderers that they will remain committed by their offers throughout one hundred twenty (120) days as from the limiting date fixed for the handing-over of the tenders.¶
