The Lord Mayor of Konye Council, Contracting Authority of the investment project hereby launches an Open National Invitation to tender for the supervision/control of works for the construction of a guest complex behind Guest Complex behind Konye Council Chambers under the 2017 budget, in the Iocality of KONYE.

The provisional cost of this project is 18 317 757

Participation is open, under the same conditions, to ail Civil Engineering Consulting Enterprises which are based in the Republic of Cameroon and fulfil the conditions statcd in the special régulations governing the invitation to tender which is the document No. 2 of this tender file.

Works referred to in this invitation to tender shall he funded by the budget of the Special Council Support Fund for Mutual Assistance (FEICOM) and KONYE Council.

THE ADMINISTRATION ON BEHALF OF WHICH THE CONTRACT IS SIGNED
After scrutiny of the bids by the KONYE council internai tender board, contracts shall be signed between the successful hidder and the Contracting Authority on behalf of KONYE Council

The tender file drafted in English or French, may he obtained from KONYE Council, upon publication of this notice, against payment of a non-refundable sum of CFA Francs 40,000, representing the cost of the tender file.

Each bid shall be drafted in linglish or French, sealed and presented in Seven copies, i.e.: - Six (06) photo copies and one (01) original copy for each set of documents; Administrative, Technical and Financial. Any bid not in compliance with the specifications of this tender notice and file shall be deelared inadmissible. Notahly, the absence of the bid bond issued hy a first rate bank approved hy the Ministry in charge of finance or its non-compliance with the model documents of the tender file shall lead to outright rejection of the bid without any possibility of appeal. All these documents shall be sealed and shall be received by the Tenders Board of KONYE Council against a receipt, on or before 22 /03/2017 at 12 noon prompt and shall be labelled as such:

The hidder shall propose a deadline for execution of the work. The deadline shall serve as an evaluatiori criterion and shall not exceed the duration of works (08.5 months) as from the date of notification of the service order to start executing the work.

Each biddrshall enclose to his bid a bid bond of Three hundred and sixty six thousand five hundrerd (366, 500) CFA, with a validity of ninety (90) days pursuant to the provisions of decree n° 2004/275 of 29/09/04/ to lay down yhe Public contracts Code. This bid bond shall be issued by first-rank banking institution by the Ministry of Finane as per the conditions defined by the Bank Commision of Central africa (COBAK) 

Bids shall be opened and assessed in one (01) phase on the  22/003/2017  at 1 pm, local time by the Tender I3oard of Konyc council in the Conference llall of-the-Guest Complex behind Konye Council Chambers, in the presence of the bidders or duly authorized representatives having full knowledge of the file (power of attorney). The phases are described as follows;

ELIMINATORY CRITERIA

• Absence or false declaration of an administrative, technical or financial document
• Absence of a registered Civil Engineer into the National Orders of Civil Engineers, as the key personnel
• Technical score inferior w 70% on 100% yes;

Qualification criteria

Evaluation shall be carried out on the basis of pre-defined criteria to which yes or no shall be allocated in a manner to attain the total score of 100% yes. These criteria arc grouped by captions  ions as following:

 Opening of Financial bids

hidders whose administrative and technical bids were declared admissible shall be admitted to the opening of financial bids.                                             

Bids shall be valid for ninety (90 days) as from the deadline for their submission.
