Within the framework of the 2023 and 2024 Public Investment Budget assigned to the North West Regional Assembly, The President of the North West Regional Assembly, Contracting Authority, hereby launches an Open National Invitation to tender North West Region by emergency procedure .

Work to be done consists of

Lot 1: Preliminary works

Lot 2: Earthworks - Roads and Other Networks (VRD)

Lot 3: Major work

Lot 4: Roof Works

Lot 5: Flooring/Tiling

Lot 6: Wood joinery/Metal joinery – Locksmith

Lot 7: Aluminum joinery

Lot 8: Painting

Lot 9: Electricity - High currents - Low current - Air conditioning - Ventilation

Lot 10: Sanitary & plumbing   

The estimated cost after preliminary studies is Four Hundred and One Million (401,770,751) FCFA divided into two phases as follows:

The works are in a single lot but divided into two (02) phases.

Participation to this Invitation to tender is opened under the same conditions to all Cameroonian companies and business persons who have proven experience in the field of building construction and provided they are in compliance with the Cameroonian la ws.

Services that form the subject to this invitation to tender shall be financed by the 2023 Public Investment Budget assigned to the North West Regional Assembly.

The file may be obtained from the Directorate of General Affairs of the North West  Regional Assembly (Tel N° 673007649) as soon as this notice is published against payment of a non-refundable sum of Thirty Five Thousand (35,000) Francs CFAinto the North West Regional Assembly treasurer’s office,., representing the cost of purchasing the tender file. 

Each offer drafted in English or French in Seven (7) copies including One (1) original and Six (6) copies marked as such, should reach the Directorate of General Affaires of the North West Regional Assembly  (Tel N° 673007649), not later than 12/10/2023 at 10:00am noon local time and should carry the inscription:

The estimated cost after preliminary studies is Four Hundred and One Million (401,770,751) FCFA divided into two phases as follows:

Each bidder must include in his administrative documents, a bid bond issued by a first-rate banking establishment approved by the Ministry in charge of finance and whose list is found in document No. 11 of the Tender File, of an amount of Four Hundred and Two Thousand (402,000) FCFA and valid for thirty (30) days beyond the date of validity of bids.

Subject to being rejected, documents in the administrative file must include only originals or true copies certified by the issuing service or competent administrative authorities in accordance with the Special Regulations of the invitation to tender. These documents must be less than three (3) months old or established after the signing of the tender notice.

          Any bid not in conformity with the prescriptions of the Tender File shall be declared inadmissible. Especially the absence of a bid bond issued by a first-rate bank approved by the Minister in charge of Finance or the non-respect of the models of the tender file documents shall lead to a pure and simple rejection of the bid.

        Bids that do not respect the method of separating the financial offer from administrative and technical offers will be inadmissible.

          The bids shall be opened in two phases. The opening of the administrative file and the technical bid shall first take place followed by the opening of the financial bids of bidders who obtained the required minimum technical score.

         The Administrative and Technical Bids shall be opened on the …12/10/2023  at 11:00 AM in the conference hall of the North West Regional Assembly, by the North West Regional Assembly  Internal Tender’s Board, in the presence of the bidders or their mandated representatives with full knowledge of the files if they so desire.

The opening of the financial bids shall take place at the end of the technical analysis and shall only concern bidders who obtained the minimum required score of 75%. The bids will be evaluated exclusively of value added tax (EVAT) and all taxes inclusive (ATI) and accompanied by a signed model submission.

        Only bidders may attend or be represented by a duly mandated person.

     Evaluation criteria

        Eliminatory criteria

These criteria fix the minimum conditions to be met to qualify for evaluation according to the essential criteria. They should not be the subject of scoring. The non-respect of one of these criteria shall lead to the rejection of the bid by the bidder]. They include notably:

1. Absence or non-conformity of an element in the administrative file not regularized after 48 hours from the time of opening of bids;
2. Deadline for delivery higher than prescribed;
3. False declaration or falsified documents;
4. Absence or insufficient bid bond;
5. A bid with the external envelope carrying a sign or mark leading to the identification of the bidder;
6. Incomplete financial file;

7. Absence of quantified unit price;

1. Non respect of 75% of essential criteria;
2. Suspended by MINMAP in 2022.

10. Non respect the method of separating the financial offer from administrative and technical offers.

14.2    Essential criteria

The technical bids shall be graded following the essential criteria shown below :

The Contract shall be awarded to the bidder whose bid is in conformity to the dispositions of the tender file and on the basis of the best bidder and technical quality, relative to article 99a of the public contracts code.

Bidders will remain committed to their offers for Ninety (90) days from the deadline set for the submission of bids.
