a. administrative offers
1)  Absence or non-conformity of an administrative document after 48 hours;
2)  Absence of a bid bond;
3)  Falsified or non-authentic document; b. technical offers
1)        False declaration or falsified documents;
2)       Have not met at least 90% of the qualification criteria; c. financial offers
1)        Incomplete financial offers;
2)        Omission of a quantified unit price in the offers;
3)        Absence or omission of financial capacity at least one third of the provisional amount
