The purpose of Ihis Invitation to Tender is the technical control as weil as the supervision of the works of
the construction of the fence of the town hall and the civil status office of Logone Bimi council in the
department of Logone and Chari.

The services include the following missions:
management ofthe exécution ofthe works contract.
quairty control of supplies and works in relation to technical studies,
quality control in relation to the technical spécifications, supervision oftechnical tests,
apprcval oftheexécution and re-bonding plans,
assistance during réception opérations and during the warranty period
Development of monthiy activity reports.

FOR THE TECHNICAL CONTROL AND MONITORING FOR THE FENCE BUILDING OF THE TOWN HALL
AND THE CIVIL STATUS OFFICE OF LOGONE BIRNI COUNCIL AT THE DEPARTMENT OFLOGONE AND
CHARI, FAR NORTH REGION.

The duration ofthe services is five (05) months, the mobilization depending onthe actual duration of
the work.

The tenders must be accompanied by a provisional bond (tender guarantee) for the single lot applîed for
estabiished according to the mode! indicated in the Invitation to Tender File by a banking establishment
approved by the Minister in charge of finance. The amount of the deposit for the single lot to be applied
foris Three hundred thousand (300,000) CFA francs.
The absence of the provisional bond or its non-compliance with the model attached in the Invitation to
Tender File leads to theopening ofthe tenders, the non-admissibillty ofthe offer.
The provisional bond will automatically be released no iater than 30 deys after the expiry of the validity
of the tenders for the unsuccessfui tenderers. In the event thaï the tenderer is awarded the contract, the
provisional bond will be released after constitution of the final bond.
Even cerlified bankchecks are not accepted instead of the provisional bond.

Bids that do not respect the method of separating the financial offer from the administrative and
technical offers will be inadmissible,
Any offer that does not comply with the requirements of this Notice and the Invitation to Tender
Document will be declared inadmissible. In particular the absence of the bid bond estabiished according
to the model proposée! in Ihe DAO and issued by afirsl-rate bank approved by Ihe Ministry in charge of
Finance, valid for thirty (30) days beyond Ihe period of validity of the offers.
• Under penalty of rejection, the required administrative documents must imperativeiy be produced in

Spécial Régulations of the invitation to Tender.

Opéning of tenders • The opening of tenders will be done in to stages. The opening of the
administrative and technicat tenders will take place on 28/10/2023 at 14 hours by the
Internai Communal Commission for Procurement of the LOGONE BIRNl Council. •Oïï^tenderers may
attend this opening session or be represented by a single duly authorized person of their choice, having
perfect Knowledge of the file. • At the end of the examination of the administrative documents and the
évaluation of the technical offers, the opening of the flnancial offers will be carried eut under the same
conditions, at a later date which will be communicated to the tenderers whose administrative file is
compliant and having obtained a technical score equal to orgreater than 70 points eutof 100.

15-2-2 Financial offers
Only the financial offers ofthe bidders whose technical offer has been declared admissible following the
examination of the conformity of the administrative documents (Ist step) and of the technical évaluation
(2nd step) will beevaluated and scored, according to of the fallowing criteria:

Aweighting will be made between îhe technical score and the tinancial score to oblain the final

The Contracting Authority will award the Contract to the Tenderer whose bid has been evaluated the
best-performing, that is to say the one having obtained the highest overall score, and deemed to be
