The Director of National Printing Press launches a National Invitation to tender Restricted for the recruitment of a Cabinet for the realization of the strategic and operational audit of National Printing Press.

The services of this Invitation to tender are defined :

- The development of the inventory of fixtures of National Printing works on plane triple organic, human resources, commercial and financial;

- Development of the recommendations together with a book of implementation;

-  Assistance with the operations of receptions (AOR).

The financing is ensured by the Budget of National Printing Press Contract-Plan 2017, for an estimated budget of seventy five million (75 000 000) francs CFA including all taxes.

The opening of the offers will take place the 19/04/2017 with 11h 00, standard time, in the room of the Conferences of National Printing Press, in the presence of the tenderers or their representatives elected.

With the exit of the analysis of the administrative and technical offers, the opening of the financial offers will be carried out under the same conditions, at a later date which will be communicated to the tenderers having had the necessary capacity and having a technical note equal or higher than 70%.

The given offers will be evaluated in accordance with the criteria hereafter:

9.1 - Eliminatory criteria

A2 - Realization of the contracts of ASO with Presentation of statement of reception 03 contracts (5x3 points).

B - Qualification and Competence of the supervisory Staff (40 points) 

B1.   Head of mission; expert in organizational audit of public enterprises, 10 points;

B2.Expert in Marketing and financial Strategy, 08 points;

B3.   RH expert,:07 07 points.          B4.Expert in Data processing, 05 points.

B5.Knowledge of the sector of Polygraphic Industries 10 points.

C - Note methodological (30 points);* C1 - Comprehension of the TDR (20 points) * C2 - Coherence      

in the organization of the tasks (5 points) * C3 -- Relevance of the methodology of execution (5 points).

10 Method of selection of the consultant

The proposals will be classified according to their technical scores (ST) and financier (Sf) combined after introduction of weightings (T being the weight allotted to the technical offer and P the weight granted to the financial offer), as follows:  S = St X T + Sf X P

Within the framework of this T, invitation to tender = 0,75 and P = 0,25

The tenderer the having obtained the technical score and financial highest compound will be assignee and guest with negotiations for the signature of the contract.

The Internal Commission of Making of the Markets will propose attribution with the tenderer of which the offer is best.

2. Notification of attribution

The notification of the attribution of the market will be done by transportation route.

3. Release of the bid bond

With the publication of the result of the Invitation to tender, the tenderers not selected are invited to withdraw their respective tenders within fifteen (15) day whose going beyond will involve the destruction of these offers without that not giving place to dispute on behalf of these tenderers. ¶Their bid bonds are automatically released.

The tenderers remain committed by their offer during 120 days starting from the date limited fixed for the handing-over of the offers.
