As part of the implementation of the Corrective Budget of the Conseil Regional du Littoral for the 2023 financial year, the PRESIDENT OF THE CONSEIL REGIONAL DU LITTORAL, Contracting Authority, is launching on behalf of NYAHENDEL in the arrondissement of NYANON in the department of SANAGA MARITIME in the Littoral region, a National Open Call for Tenders under emergency procedure for the construction works of a drinking water supply (AEP) in the borough of NYANON, in the department of SANAGA MARITIME LITTORAL REGION.
The services to be carried out under this Invitation to Tender are set out in detail in the frameworks of quantity and cost estimates and comprise :
- Preparatory work ;
- Supply and installation of drainage system ;
- Pump power supply;
- Securing the fence around the photovoltaic field ;
- 60m3 reinforced concrete storage tank;
- Distribution network ;
- Structuring, training and management assistance.
The services to be provided in one (01) single lot.
Participation in this Invitation to Tender is reserved for Cameroonian companies with the required administrative, technical and financial capacities.
The works covered by this invitation to tender will be financed by the Corrective Budget of the Conseil Régional du Littoral for the 2023 financial year, as follows:

As soon as this notice is published, the file can be obtained from the Conseil Régional du Littoral on presentation of a receipt for payment of the non-refundable sum of one hundred and twenty-five thousand (125,000) FCFA, payable to the Regional Revenue Office as a file purchase fee.

The execution period for the work is six (06) months from notification of the service order to start the work.
Under penalty of rejection, the other administrative documents required must be produced in originals or certified copies by the issuing department or an Administrative Authority, in accordance with the stipulations of the (RPAO).
They must have been drawn up after the date of signature of the Invitation to Tender (ITT).
Any tender that does not comply with the provisions of this notice and the tender documents will be declared inadmissible. In particular, the absence of a bid bond issued by a first-class bank approved by the Ministry of Finance or failure to comply with the model documents in the tender documents will result in the tender being rejected outright.
The bids will be opened in one step. The opening of the Administrative, Technical and Financial Tender documents will take place on 10/11/2023 at 12 noon precisely, by the Internal Contract Award Commission (CIPM-CRLT) of the CONSEIL REGIONAL DU LITTORAL, located at the CONSEIL REGIONAL DU LITTORAL. Each tenderer may attend this opening session or be represented by a duly authorised person of his choice, who has full knowledge of his tenders.
Elimination criteria
1. Absence of the bid bond at the opening of tenders ;
2. Incomplete or non-compliant administrative file (subject to the provisions of point I.1 of Circular No. 002/CAB/PM of 31 January 2011 on improving the performance of the public procurement system);
3. False declarations or falsified documents (the CIPM and the Contracting Authority reserve the right to proceed with the authentication of any document of a dubious nature);
4. Absence of a declaration under honour that no work has been abandoned during the last three (03) years;
5. Absence of the site visit report signed by the project owner's departments;
6. Absence in the technical offer of a section on "execution methodology, organisation and planning of services" or non-compliant technical offer;
7. Failure to meet at least 80% of the essential criteria;
8. Incomplete financial offer ;
9. Omission of a quantified price in the financial offer ;
10. Absence of the financial capacity of 50% of the provisional cost
The Main Essential Criteria :
The main criteria for candidates will be
• General company experience;
• Logistical and material resources;
• Supervisory staff;
• Methodology and execution schedule;
Failure to meet 80% of the yes scores, i.e. 36/45 of the criteria, will result in elimination of the candidate.
The contract will be awarded to the lowest bidder (inclusive of VAT) whose bid is deemed to comply with the tender documents and to meet the technical and financial requirements.
Tenderers remain bound by their bids for 90 days from the date of submission.
